ETS2 could be delayed by three years. Andrzej Halicki is counting on a compromise


After long-term negotiations, the environment ministers of the EU countries set a new climate target for 2040 on Wednesday. and agreed to postpone the entry into force of ETS2 until 2028, which means a one-year delay compared to the original plans. The new regulations will cover transport and construction, burdening households with additional costs related to heating and refueling vehicles.
However, this decision does not end the legislative process. The amendment to EU climate rules still requires approval by the European Parliament, and its position will be determined during the vote of the ENVI environment committee, scheduled for November 10. The proposal will then be debated by the entire chamber.
MEP Andrzej Halicki, head of the Polish delegation in the European People's Party, assessed that The agreement reached is a step in the right direction, but remains insufficient. He emphasized that ETS2 in its current form may significantly increase the cost of living for Poles, even doubling heating expenses.. In a conversation with journalists, he noted that regulations with such a significant impact on households may meet with resistance in Poland. Halicki expressed doubts whether any government would decide to implement them, despite the potential legal consequences from the EU.

The politician admitted that the complete rejection of the ETS2 system in the European Parliament is currently unrealistic. Instead, he calls for a constructive approach that will mitigate the effects of the new regulations. In his opinion, there is a chance in the European Parliament to build a majority in support of postponing the implementation of ETS2 by three years – to the period after 2030.
