Minister Krajewski recalled in an interview with TVN24 that KOWR sent a letter to Piotr Wielgomas, to which a positive response was received. As he noted, the talks will take place at the KOWR headquarters on Wednesday at 8 a.m. The minister emphasized that in the case of proposals that will not burden the state budget, it is worth entering into negotiations, pointing to the possibility of exchanging land as one of the potential solutions.

Dispute over a plot of land for the CPK
The controversy surrounding the plot in Zabłotnia results from a transaction that took place at the end of 2023. Wirtualna Polska revealed that KOWR sold a 160-hectare property to Piotr Wielgomas, vice-president of Dawtona, for PLN 22.8 million. The transaction was finalized on December 1, 2023, just before the change of government in the country. Moreover, according to WP reports, former Minister of Agriculture Robert Telus visited Dawton's company before the transaction was completed.
Wielgomas, who has been leasing the plot since 2008, said in his statement that KOWR has the right to buy the property by December 2028, which was stipulated in the sales agreement. He also added that he was not aware that the area in Zabłotnia would be included in CPK's plans. He noted that the agreement also includes a 15-year ban on selling the plot and the obligation to conduct agricultural activities on it.

CPK representatives comment on the matter
CPK representatives emphasized that the previous management board had unsuccessfully appealed to KOWR to transfer the plot of land, which is crucial for the implementation of the project. In turn, since July 2025, the prosecutor's office has been conducting an investigation into possible abuse of powers by KOWR officials when selling this property.
The government's plenipotentiary for the CPK, Maciej Lasek, assured during Wednesday's press conference that the investment is not at risk. In the absence of an agreement, the plot may be taken over administratively for compensation, which, however, would involve financial losses for the State Treasury.
Filip Czernicki, president of CPK, warned that the inability to repurchase the plot at the sale price will lead to financial losses, because the property, which could have been transferred to KOWR free of charge, will have to be purchased. In turn, the head of KOWR, Henryk Smolarz, announced that the institution would ask Wielgomas for a voluntary return of the plot, justifying it with planned changes in the land use, which would trigger the repurchase clause included in the contract.
