Plot near the CPK route sold privately. Dawtona issues a statement


A plot of 160 hectares was purchased in December 2023 by Piotr Wielgomas – vice-president and co-owner of Dawtona. The company emphasized that the transaction concerns his private agricultural business and “has no connection with the operation of the company.” As Bankier.pl reminds, according to Wirtualna Polska's findings, the land belonged to the National Center for Agricultural Support (KOWR), and had previously been leased since 2008 by people associated with the company. The sale, worth PLN 22.8 million, was carried out just before the PiS government changed power.

The case is in the prosecutor's office
The matter is controversial because the planned high-speed rail route from Warsaw to the Central Railway Station is to run through the plot. As Maciej Lasek, the government representative for CPK, informed, already in 2023, CPK repeatedly signaled to KOWR that the land was of interest to it and should be transferred to the CPK resource. However, this did not happen. In July 2025, the company submitted a notification to the prosecutor's office.
The District Prosecutor's Office in Warsaw is currently conducting an investigation into the abuse of powers by KOWR employees – it was alleged that the activities were “in order to obtain financial benefits” in the period from the beginning of 2023 until the sale of the plot. Minister of Justice Waldemar Żurek confirmed that the proceedings began in September, but were not informed about it in advance to allow for the peaceful collection of evidence. He also announced a full explanation of the decisions made in the final months of PiS rule.=
KOWR declared on social media full cooperation with the prosecutor's office and announced that it would “immediately exercise the right of repurchase” if it turns out that there are legal grounds for doing so. At the same time, Polish Waters is monitoring the decisions of officials made regarding the area in Zabłotnia – they are to check, among other things, whether the work on filling the water reservoir was carried out in accordance with the regulations.
Politicians' reactions
As Bankier.pl notes, the case sparked strong political reactions. Prime Minister Donald Tusk commented on it in harsh words on social media, referring to the supervision of CPK by Marcin Horała at that time, who in response stated that “the company behaved correctly by requesting the sale of a plot of land that should not have been sold” and called on the services to investigate who concealed CPK's objection to the transaction.
PiS president Jarosław Kaczyński suspended the party members of former Minister of Agriculture Robert Telus, his deputy Rafał Romanowski and former director of KOWR Waldemar Humięcki – until the matter is clarified. Telus assured that it knew nothing about the sale of the plot, but accepted the decision to suspend it “with understanding”.
According to commenting politicians from various parties – from PiS to KO, Konfederacja, Polska 2050 and PSL – the whole matter requires a full explanation, and those responsible for possible irregularities should face the consequences.
