Public procurement is intended not only to meet the needs of public institutions, but also to build the strength and competitiveness of domestic contractors – it is written in the list of government works on the proposed resolution of the Council of Ministers on the adoption of the State Purchasing Policy for 2026-2029.

MFiG emphasized that the draft State Procurement Policy for 2026-2029 is, in some respects, a continuation of activities initiated in 2022-2025, enriched with specific solutions for public procurement market participants that should be used in the procurement procedure.

“It should be emphasized, however, that the main assumption of the Project is the even wider use of public procurement to strengthen the foundations of Poland's development and security. Public procurement, in addition to meeting the needs of public institutions, is intended to build the strength and competitiveness of domestic contractors who face many challenges resulting from the current geopolitical situation,” it was written.

The state's purchasing policy is to be an instrument for linking expenditure made under public procurement with the implementation of the state's policy and strategic goals.

“It is intended to move away from perceiving public procurement only in terms of strictly formalized procedures, compliance with which is the main and most important goal of the contracting authority. By appropriately targeting public procurement, as well as strengthening the necessary competence resources of contracting entities, they will become an even greater tool supporting economic development, including, above all, the potential of the SME sector, increased innovation, implementation of social, health and environmental policies,” it was emphasized.

The project was developed by the Deputy Minister of Development and Technology, Michał Jaros, and the president of the Public Procurement Office, Agnieszka Olszewska, and MFiG is responsible for submitting the project to the Council of Ministers.

The planned date of adoption of the project by the Council of Ministers is the fourth quarter of 2025.

A week ago, the head of the Public Procurement Office announced that the public procurement market in Poland is worth at least PLN 587 billion, of which PLN 260 billion is spent without applying the provisions of the Public Procurement Law.

In her opinion, this amount gives the opportunity to take care of shopping patriotism and local content. (PAP Business)
