The emergency procedure for the project that transposes into law the results of the 2024 referendum on the Capital's budget was rejected by the vote of PSD, PNL and AUR, accused deputy Cătălin Drula, who submitted the draft law a week ago.

Drula, who is also the current USR candidate in the December 7 local elections, argues that the emergency procedure was necessary for the effects to be felt in the budget that the municipality will have next year.

“Why is the emergency procedure important? So that the law is adopted in time for the Capital's budget for 2026. Let's not lose another year with the current system,” Drula wrote on Facebook.

What the draft law provides

In the 2024 referendum, the people of Bucharest answered two questions:

  • Do you agree that the distribution between the Bucharest City Hall and the District Town Halls of income taxes and local taxes and fees collected from the citizens of Bucharest should be approved by the General Council of the City of Bucharest?
  • Do you agree that the Mayor General of the Municipality of Bucharest should issue Building Permits for the entire administrative territory of the city?

To the first question, 66% of those who voted answered affirmatively, and to the second 64%.

“The current budget composition system means that the central government decides to give the bulk of the money to the sectors and to Ilfov, draining the capital's budget of the development resources needed for the big projects”, says Cătăin Drula.

The stake of the emergency procedure

Before the Senate meeting, Ștefan Pălărie, the leader of the USR group, said that through the emergency procedure, the formation wanted the law to receive a report within two weeks in order to immediately have a vote in the Senate and the Chamber of Deputies.

“The stake is for the next budget to be based on this law. As the people of Bucharest have pronounced. I would really like to see what the parliamentarians want, I will look especially at the old parties, which would oppose the people of Bucharest”, explained Pălărie.
