The agency's findings show that Moscow has repeated its demand to take full control over Donbas, which is in contradiction with the proposal of American President Donald Trump, who in recent weeks has appealed for a cessation of hostilities on the current front line.

According to a representative of the US administration, the document – referred to as non paper, i.e. an unofficial position submitted to the other party without a binding nature – also includes a point in which Russia opposes the presence of NATO troops on Ukrainian territory as part of a possible peace agreement.
Neither the White House nor the Russian embassy in Washington responded to a request for comment on this matter.
On Tuesday, however, a senior White House official told the media that “there are no plans for President Trump to meet with President Putin in the near future”which was also confirmed by Reuters.

As the agency reminds, on Friday, during the visit of Ukrainian President Volodymyr Zelensky to the White House, the US administration presented him with the main assumptions of the Russian peace plan. According to the Kremlin's proposal, Ukraine would give Russia the entire Donbas and, in return, regain small parts of the Zaporizhia and Kherson oblasts. Zelensky – according to sources cited by Reuters and AFP – strongly rejected this concept.
An unofficial document, submitted in the form of non paper, is – as diplomats point out – one of the tools used in international negotiations to test the other party's reaction without formally submitting proposals. In this case, it was supposed to be another attempt to present the Russian ceasefire conditions to the American administration, which Moscow has been consistently promoting for months.
Reuters sources emphasize that despite ongoing channels of contact, differences between the positions of the US and Russia remain fundamental, and the US administration is currently focused on maintaining Western unity regarding support for Ukraine.
