At a meeting of the Presidium of the Government of the Krasnoyarsk Territory chaired by Governor Mikhail Kotyukov The Ministry of Health presented the concept of transforming the regional healthcare system.

Deputy Minister Alexey Konovalenko said that the development of technologies in modern healthcare requires expensive equipment and experienced multidisciplinary teams. For example, in surgery, outdated methods such as skeletal traction for fractures were replaced by surgical treatment, which reduced the length of hospitalization from several months to 7-10 days. A similar transformation occurred in gynecology with the transition to endoscopic operations. In cardiology, treatment of myocardial infarction in regional hospitals used to take 30 days or more, but modern methods of stenting in vascular centers allow the patient to be discharged within a week.

“New treatment technologies in healthcare require changes in the structure of medical organizations,” noted Alexey Konovalenko. — In order for these technologies to become available to all residents of the region, it is necessary to unite patients in large medical organizations. District hospitals, to which 10-12 thousand people are assigned, are not able to meet the needs of patients at the proper level on their own. We propose the concept of creating medical districts in accordance with the requirements of federal legislation. This is necessary to comply with the standards and procedures for providing medical care.”

It is noted that with the advent of medical districts, a uniform and effective system of medical care will be created throughout the region. It includes outpatient services, hospitals using modern technologies and clear routing of patients. It is expected that interdistrict hospitals in core cities will become centers for the concentration of medical technologies, capable of maximizing the needs of district residents. It is important that when forming districts, the existing structure of medical organizations will be preserved: district hospitals, clinics, outpatient clinics, and first aid stations. In addition, the availability of healthcare for rural areas will be additionally ensured through visits from specialists from the district hospital.





After hearing the report of representatives of the regional Ministry of Health, Mikhail Kotyukov instructed to finalize the concept, draw up a plan and discuss possible changes.

“It is important to look at transformations not only through the eyes of a manager, but also through the eyes of a patient. We need to explain and show people that the doors they walked through will continue to be open,” the governor emphasized.
