Russia will completely switch to electronic payments for housing and communal services

Electronic payment documents for housing and communal services will be introduced throughout Russia. Such a bill with amendments to the Housing Code of the Russian Federation was prepared by the Ministry of Construction.

The document assumes that bills for utility bills will be posted electronically in two systems at once: in the GIS Housing and Communal Services and on the State Services portal.

“Providing payment documents in electronic form in the specified way will be considered proper delivery of the payment document to the consumer in the same way as its delivery on paper,” states the explanatory note to the bill.

The State Duma Committee on Construction and Housing and Public Utilities believes that initiative is useful, since it will save money on working with paper, printing it and delivering it. Moreover, Russians will become less susceptible to attacks from cybercriminals.

“The security of the population is increasing, which will be protected from fraudsters and from cases of theft in apartments when a person does not live there, but payment bills are accumulating and from them one can conclude that the owner is absent,” noted Svetlana Razvorotneva, deputy chairman of the committee.

It was previously reported that from March 1, 2026, a change in the deadline for paying for housing and communal services will come into force in Russia; it will be moved from the 10th to the 15th of each month.
