The National Bank of Romania accuses the director of the Romanian Post of pressure: “Thousands of employees are targeted by the change”

The National Trade Union Bloc warns Romanian Post employees not to sign the new job descriptions and the staffing imposed by the company's director, Valentin Ștefan, the decision, taken unilaterally, being considered illegal.

On Monday, October 20, the National Trade Union Bloc (BNS) sent a call to Romanian Post workers, urging them not to sign General Manager Valentin Ștefan's request to change the job descriptions. In a notice issued on October 15, 2025, the company's management announced that, starting November 1, 2025, “employees with distribution activity – postal factors – urban/rural, postal agents will sign job descriptions related to the function of “postal courier”.

On October 15, 2025, the general director of the company sent a notification according to which, starting on November 1, 2025, “employees with distribution activity – postal factors – urban/rural, postal agents will sign job descriptions related to the function of “postal courier”. Thousands of Romanian Post employees are affected by the change”, it is stated in the NBS press release.
The NBS claims that this change represents a unilateral modification of the individual employment contract and is illegal.
“The National Trade Union Bloc informs that the workers of the Romanian Post are employees of the company based on individual employment contracts. Their assignment by position is based on individual employment contracts. They cannot be changed unilaterally! Changing the assignment and the job description represents a modification of an essential element of the individual employment contract.
According to art. 41, paragraph (1) of the Labor Code, the modification of the individual employment contract can ONLY be done WITH THE AGREEMENT OF THE PARTIES (that is, only with your agreement!) and cannot be imposed on the employee by the employer!
By changing the classification from one job/qualification to another, in reality you will turn into unqualified employees and then any obligation of the employer to pay you better disappears!”, support the representatives of the trade unionists.
In addition, the SNB points out that the change of function from “postal factor” and “postal agent” to “postal courier” has no official correspondence in the Classification of Occupations in Romania (COR).
“However, an (inter)stellar manager like Mr. Ștefan should know that in the Classification of Occupations in Romania (COR) the occupation of “postal courier” does not exist anywhere. What the general manager wants is for you, the targeted employees, to line up and accept to give up of your own accord (or pressure from your bosses) officially recognized occupations that should be paid better than ghost occupations, invented by director Valentin Ștefan!”, accuses the union.

Consultation with the trade union is mandatory
The SNB reminds the management of the Post Office that, according to Law 467/2006, it is mandatory to inform and consult the representatives of employees before any decision affecting the structure of positions or employment relationships:
“The SNB reminds the Board of Directors, as well as the General Director Ștefan, that according to Law 467/2006, it is mandatory to inform and consult the representatives of the employees (in this case, the SLPR) before taking any decision that could lead to changes in the organization of work, in the structure of positions or in work relationships, and they must be allowed to formulate a substantiated point of view on the proposed changes”.

48,000 euro logo and advertising campaigns
The SNB reproaches the director of the Romanian Post Company, Valentin Ștefan, for trying to make savings on behalf of the employees, while allocating huge funds for advertising.
“This is how you want to save money at the Romanian Post, Mr. Director? On the backs of the workers? But when you signed the purchase of an embittered logo for 48 thousand euros, did you not think about the company's budget? Or was it good then? Or when you set aside amounts for promoting the company in the media (as if the company still needed advertising) did you think about spending cuts? No, you didn't care! we say!”, accuses the union, which claims that the real purpose of the job change is to protect management from Labor Inspection controls, as many employees should be paid at a higher level than the minimum wage.
