The balance sheet of the floods in Suceava and Neamț: The state paid over 3.1 million euros for the restoration of homes. “For the first time, compulsory insurance was taken into account” / How the money was divided

The major floods in July destroyed or damaged over 500 houses in Suceava and Neamț counties. From then until now, the state has paid over 15.7 million lei, the equivalent of 3.1 million euros, for the restoration of these houses. However, the aid provided by the state was different for those with compulsory insurance compared to those without this policy.

At the end of July this year, Romania faced major floods in Suceava and Neamț counties.

The government quickly approved a first installment of financial aid between 15,000 lei and 30,000 lei for the affected families, regardless of whether they had their homes insured or not.

Shortly after, the Government decided to supplement the financial aid depending on the legal situation and the degree of insurance of the affected homes. By Law 260/2008, home owners are obliged to insure their homes against three natural risks: earthquakes, floods and landslides.

The insurance costs 50 lei per year for adobe houses, for which you can receive a maximum of 50,000 lei in the event of a disaster, respectively 130 lei per year for more resistant houses, on the basis of which you can receive compensation of a maximum of 100,000 lei if the home is destroyed.

506 homes affected by flooding, most without insurance

The Ministry of Internal Affairs (MAI) transmitted, at the request of HotNews.ro, the situation of the homes affected by the floods and the sums of money paid by the state to the victims for the restoration of both insured and uninsured homes.

“In July 2025, as a result of dangerous hydro-meteorological phenomena, 317 homes were affected in Suceava county (out of a total of 286,809 registered at the county level), of which 53 had compulsory insurance, and 41 homes had optional insurance.

In the same period of time, in Neamț County, 189 homes were affected by floods (out of a total of 232,833 registered at the county level). Of these, 12 homes had mandatory insurance, 27 had mandatory and optional insurance, and 150 did not have any type of insurance,” MAI data show.

The situation, in short, is as follows:

  • Suceava: 317 homes flooded, 223 without any insurance
  • Neamt: 189 homes flooded, 150 without any insurance

Over 10.5 million lei, the compensation in Suceava

When asked by HotNews, MAI officials specified that “at the level of Suceava county (…), a total amount of payment in the amount of 10,519,170 lei resulted”.

That is, in Suceava, the compensation amounts to approximately 2.1 million euros, of which the equivalent of approximately 120,000 euros remains to be paid.

“For people from Suceava county whose homes were affected by floods, but who did not have insurance, the amount of aid is 8,075,673 lei, while, for people who had insurance, the amount of aid amounts to 2,443,497 lei”, stated the MAI representatives.

Regarding the amounts already paid for the restoration of the houses affected by the floods, the Ministry of the Interior said that “so far, in Suceava county, payments have been made in the amount of 9,872,119 lei, for 298 affected houses, from the following administrative-territorial units: the city of Broșteni, the city of Gura Humorului, the commune of Ostra, the commune of Slatina, the commune of Stulpicani, the commune You're getting wet.”

In this county, which was also the most affected by the floods, the state now has to pay as emergency aid in accordance with the legislation in force, only the amount of 647,051 lei (for 19 affected homes), according to MAI data.

Amount paid for compensation in Neamt

In Neamț county, the second affected county, compensation was allocated in the amount of 5.8 million lei, i.e. the equivalent of 1.1 million euros.

The ministry reported that “the first payment, worth 2,520,000 lei, was paid to 168 families, of which 67 families from Borca commune (1,005,000 lei) and 101 families from Farcașa commune (1,515,000 lei)”.

This first aid was granted based on HG 629/2025 to all citizens, regardless of whether they had insurance or not.

“The second payment, in the amount of 3,309,598 lei (in addition to the initial amounts) was paid to 124 families, of which 52 from the commune of Borca (1,509,780 lei) and 72 from Farcașa (1,799,818 lei),” the MAI said.

The amount of over 3.3 million lei was given based on HG 663/2025 and was conditioned by several elements, such as the existence of the building permit, the existence of the mandatory insurance, the optional insurance.

There are still files in progress

“Only 12 homes had compulsory insurance,” says the MAI, meaning that most of the money went to 112 families whose homes were not insured.

Regarding the amounts still to be paid in Neamț county, the Ministry of the Interior stated that “it is not possible to estimate the compensations that the state still has to pay, because the amounts granted by the insurance companies as compensation are not yet known”.

“There are still 16 cases in progress for which a response is expected from the insurance companies, from where AJPIS Neamț has requested information related to the amount of compensation paid to families affected by the floods, in order to be able to calculate the differences in amounts. For 13 families, AJPIS Neamț has submitted to the Ministry of Labour, Family, Youth and Social Solidarity the necessary documents for the granting of emergency aid”, he writes in MAI's answer.

Double financial aid for those who had the house insured

Officials of PAID Romania, the insurance company that pays compensation in the case of homes compulsorily insured against floods, earthquakes and landslides, note that the state's support was conditional in this case on compliance with the law.

“It is the first time that the aid for reconstruction has taken into account the existence or not of the mandatory insurance,” Cosmin Tudor, PAID's deputy general director, told HotNews.ro.

He emphasized the fact that in this case the owners whose houses affected by the floods were insured received a double financial aid: both from the state and from the insurance companies.

“According to the government decision, people who had a valid PAD received both compensation from the PAID and government aid of 90% of the damages suffered and which do not fall under the PAD incident (damage to annexes, household goods) thus remaining with less than 10% of the damage not covered. On the other hand, the victims who did not have the home covered by insurance received only 70% of the damage as aid government, thus leaving 30% of the damage totally uncovered. Worse, if they didn't even have a building permit, the damage left uncovered was 50%”, said the director of PAID Romania.
