Institutions and companies with debts to the state, notified by ANAF. Bolojan: “It is abnormal that those who do this, year after year, are funded”

All public institutions that have debts to the state budget will be notified, and next week the list of public companies with debts to the state will be published, Prime Minister Ilie Bolojan said on Friday.

  • “Today, the Finances published, I think around noon now, the state of debts that public institutions have to the state budget, this has not happened yet.
  • Everyone will receive notifications. City halls, hospitals and so on, which until now also considered themselves exempt from complying with the law.
  • Why? Because what was the Government doing? They didn't budget for the last months of the year, intentionally, they created pressure on salaries – 'sir, we don't have money for salaries' – and then the Government came through a decision and gave them this money.
  • However, it is abnormal for those who do this, year after year, to be funded. Now they have been notified, these data are public”, said Ilie Bolojan, on Friday, on Radio Romania Actualitătă, quoted by Agerpres.

The Prime Minister announced that the debts of state companies will be published next week.

“I haven't approved their budgets in the Government since I was prime minister, where they had a loss, except with recovery plans,” explained Bolojan.

He stated that all possible legal levers will be used to recover the debts.

  • “Think, for example, that you have companies – such as the subway in Bucharest – that are subsidized every year with approximately 900 million lei. So, quite a large amount, that is, I think over 70% of their turnover is a subsidy from the state budget.
  • Well, it's not the same if there are savings of 5%, 3%, 4%, because that, at the level of this amount, means 10 million lei, 20 million lei, 30 million and then I approved their budget conditioning their approval of a plan to reduce expenses and they had to do this.
  • What we have to do is that, where we have state companies, state budgets, we don't waste our money and anything that works better is a plus for all the citizens of our country”, said Bolojan.

ANAF: The arrears of public institutions have reached 583 million lei

The National Tax Administration Agency (ANAF) announced on Friday that public institutions and authorities with unpaid tax debts until August 31, 2025, in the total amount of 582.901 million lei, must pay these obligations.

“In order to encourage the payment of these amounts, at the beginning of November 2025, ANAF will send official notifications to all institutions and public authorities that register arrears,” the Treasury statement states.

The purpose of these notifications is to inform the institutions about the outstanding obligations, guide them towards payment compliance, present the possibilities to access tax facilities, under the law.

Institutions and public authorities can request the classical installment of debt payment, without the need to set up guarantees, due to their legal status.

ANAF emphasizes that non-payment of outstanding debts will lead to taking legal measures to recover the amounts owed.
