The amendment to the CPK Act, adopted by the Senate without amendments, now awaits the president's signature. The project introduces significant changes that are intended to simplify expropriation procedures and the process of obtaining compensation for expropriated people. Czernicki, speaking during the European Forum for New Ideas in Sopot, drew attention to other key provisions of the amendment. As he explained, they will enable the submission of an application for a building permit with the immediate enforceability of the first instance decision.
The president of CPK expressed hope that after the president signs the amendment, the company will almost immediately apply for immediate enforceability, which will allow it to submit an application for a building permit this year. Czernicki emphasized that all documents necessary to implement this step have already been prepared.
President of CPK: starting work in 2026 is realistic
According to Czernicki, the start of investment works in 2026 is realistic. Piling is to begin in the middle of this year, i.e. strengthening the ground on which the airport terminal will be built. In January, the Masovian Voivode issued a location decision for the construction of the airport in the first instance. The president of CPK announced that the decision in the second instance may be issued in the coming weeks.
The CPK program assumes the construction of a central airport between Warsaw and Łódź and the expansion of the High-Speed Railway system. The initial capacity of the airport is to be 34 million passengers per year, with the possibility of further expansion based on market development forecasts. The schedule envisages construction starting in 2026 in the Baranów, Wiskitki and Teresin communes, and completion in 2032, when the airport together with the first section of the Warsaw – CPK – Łódź HSR will be put into operation. The investment cost by then is estimated at PLN 131.7 billion.
