

The document noted that the decision was made on the basis of Part 2 of Art. 42 of the Law of Ukraine “On Local Self-Government in Ukraine”, which provides that in the event of early termination of powers or the absence of the mayor, his duties are performed by the secretary of the city council.
Prior to this, the Deputy Chairman of the Central Election Commission (CEC) of Ukraine, Sergei Dubovik, reported in a commentary to Ukrayinska Pravda that Trukhanov’s powers would cease when the Odessa City Council was provided with the text of the decree of the President of Ukraine on depriving him of citizenship.
Context
The media reported that Trukhanov has Russian citizenship back in April 2016. He called this information a “stream of lies” and a month after the investigation was released, he showed a certificate of lack of Russian citizenship. However, later the SAPO reported that Trukhanov in 2017 canceled the passport of a citizen of the aggressor country of the Russian Federation in a Russian court.
October 14, 2025 SBU published a photo of Trukhanov’s Russian passport. Same day Zelensky signed a decree about depriving him of Ukrainian citizenship.
On the morning of October 15, on the website of the Office of the President of Ukraine, a decree of the head of state on the creation of the city military administration of Odessa and a decree on the appointment of the former head of the Dnepropetrovsk Military Administration Sergei Lysak as head of the MBA appeared.
The Insider, a publication specializing in investigative journalism, with reference to the databases of the aggressor country of the Russian Federation, wrote that the document, a copy of which the Security Service of Ukraine showed on October 14 as the basis for depriving Trukhanov of Ukrainian citizenship, is probably fake. At the same time, according to the publication, Trukhanov also had real ones.
Trukhanov denies everything. According to him, he does not have and never had Russian citizenship, and he called all the documents that the SBU and journalists cited as evidence fakes and “illegally issued.”
