The Minister of Defense, Ionuț Moșteanu: “We must increase the capacities and balance the defense industry”

The Minister of National Defense, Ionuț Moșteanu, participated on Wednesday, October 15, at the meeting of the Foreign Affairs Council in the format of defense ministers from the member states of the European Union, underlining Romania's commitment to strengthening European defense capabilities.

The meeting, held in the form of a working dinner, focused on the discussions on the measures necessary to achieve the strategic objectives of 2030, provided for in the Defense Readiness 2030 initiative.

At the same time, the future roadmap (Roadmap) was presented, which will be discussed at the European Council on October 23-24, 2025, a document aimed at increasing the level of training and coordinating European efforts in the field of defense.

Defense ministers underlined the need for more active EU involvement in reducing critical capability gaps by adopting common approaches and strengthening the mandate of the European Defense Agency. In addition, the projects “fanion” of the European Commission, aimed at prioritizing and streamlining the efforts of the member states.

In his intervention, Minister Ionuț Moșteanu emphasized the importance of initiatives dedicated to the security of the Eastern Flank, such as Eastern Flank Watch and European Drone Defense, and emphasized the need to increase production capacities in areas exposed to military risks.

“I welcome these European initiatives and I consider it important that their implementation takes into account both the urgency of completing capability deficits and the need to increase production capabilities, including by balancing the geographical footprint of defense industries at the EU level and expanding them in the areas most exposed to military threats”, emphasized Minister Moșteanu.

During the meeting, the EU High Representative for External Affairs, Kaja Kallas, presented the assessment of the support given to Ukraine and invited the member states to explore new ways of integrating this partner into the European defense initiatives.
