By the decision of the 8th session, 21st convocation of the regional Council of People's Deputies of the Jewish Autonomous Region on October 16, 1991, the Arbitration Court of the Jewish Autonomous Region was established. Pavel Ivanovich Kachalin, a judge of the first qualification class, Honored Lawyer of the Russian Federation, was appointed chairman of the court.
The main objectives of the Arbitration Court are: protection of violated or disputed rights and legitimate interests of enterprises, institutions, organizations and citizens in the field of business and other economic activities; assistance in strengthening the rule of law and preventing crime in the field of business and other economic activities.
At the time of the organization of the arbitration court, the total number of its employees was 13 people, of which six were judges and seven specialists.
In the Arbitration Court of the Jewish Autonomous Region, a presidium has been created and operates, consisting of the chairman of the court, the deputy chairman and two judges.
The court has two judicial panels to consider cases arising from civil and administrative legal relations.
The Arbitration Court of the Jewish Autonomous Region carries out the tasks established by the Federal Constitutional Law “On Arbitration Courts in the Russian Federation”, administering justice in full accordance with the requirements of legal proceedings.

On October 16, 2003, the Public Youth Chamber at the Legislative Assembly of the Jewish Autonomous Region began its work.
Youth policy issues have always been relevant for deputies of the Legislative Assembly. However, only the youth themselves can know about all the problems of young people. Therefore, the deputies had the idea to create a special body modeled on the “adult” parliament so that the young people included in it would study youth problems and propose ways to solve them.
The Public Youth Chamber under the Legislative Assembly of the Jewish Autonomous Region was formed to study the problems of youth in the region.
The Public Youth Chamber is developing proposals and recommendations for the implementation of the rights of young people to participate in the management of regional affairs, and assists in creating conditions for the manifestation of youth initiatives in the formation and implementation of youth policy in the region.
The purpose of creating the Public Youth Chamber is to involve young citizens in parliamentary activities, form their legal and political culture, develop business, civic and patriotic qualities in young people, support creative, civic activity of young people.
Objectives of the Public Youth Chamber: making proposals on projects of state programs of the region in the field of protecting the rights and legitimate interests of youth; coordination and unification of the activities of young citizens to implement youth policy in the region; development of methodological and information materials to promote the activation of the activities of youth parliamentary structures created in the municipalities of the region, and public youth organizations.
