The draft budget of the Krasnoyarsk Territory for 2026-2028 was submitted to the Legislative Assembly

The government of the Krasnoyarsk Territory submitted to the Legislative Assembly a draft law “On the regional budget for 2026 and the planning period 2027-2028.” The main financial document contains 3363 pages.

The regional Ministry of Finance said that the bill is aimed at achieving the country’s national development goals, fulfilling social obligations, developing infrastructure and supporting territories. Planned parameters of the regional budget for 2026: revenues – 449.4 billion rubles, expenses – 524.5 billion rubles. Sources of financing the deficit are fund balances at the beginning of the year and Treasury infrastructure loans.

The draft regional budget for 2026 takes into account about 35 billion rubles of federal funds. On behalf of the head of the region, Mikhail Kotyukov, work has been organized with the Federation, including attracting additional resources for the implementation of new national projects.

More than half of the expenditures are allocated to three sectors of the social sphere – education, health care and social protection. The priority is to support families with children, participants in a special military operation and their loved ones; funds for providing housing for orphans, as well as relocation from emergency housing, are also taken into account.

The regional development budget next year will amount to 103 billion rubles. The funds will be used for the design, construction and modernization of schools, kindergartens, medical institutions, leisure centers and art schools, sports and tourism facilities, as well as utility and transport infrastructure.

The draft budget for municipalities of the region plans to exceed 160 billion rubles in 2026. When preparing the document, taking into account the transition to a new system of organizing local self-government, the system of interbudgetary relations was reconfigured and funding was increased in certain areas.

“A sustainable and balanced budget has been prepared. It includes resources not only to ensure the livelihoods of key industries, but also for the further development of the social sphere, support of municipalities and, of course, residents of the region – especially those who need it,” said Deputy Prime Minister and Minister of Finance of the region Vladimir Bakhar.

In the near future, the draft regional budget will have to undergo public hearings, examination from the Accounts Chamber and other bodies, consideration in committees and at sessions of the Legislative Assembly of the region.

The adoption of the main financial document is scheduled for early December.
