How the MOBEX B-IF-25 reservist mobilization exercise was conducted

Images have appeared from the mobilization exercise entitled MOBEX B-IF-25, during which the reservists residing in the city of Bucharest and in the county of Ilfov were summoned to participate, for one day, in specific training activities.
Between October 12 and 20, reservists residing in the city of Bucharest and in Ilfov County were summoned to a mobilization exercise called MOBEX B-IF-25, which aims to check the completion of military units with personnel and equipment, as well as to strengthen the cohesion between reservists and active military.
According to the procedure, reservists receive orders to be called to the unit and must report at the specified date and time.
According to MApN, once they arrive at the unit, they go through several standard activities: they are equipped with a uniform, bulletproof vest, helmet and practice weapon; receive safety training; participate in firing practice ammunition, receive a hot meal before the program is completed.

Unjustified absence from such an exercise is sanctioned with a fine, according to Law 446/2006 on the preparation of the population for defense. Those who cannot appear for objective reasons must notify the military unit indicated in the call-up order and provide supporting evidence.
Sanctions, in such cases, reach up to 4,000 lei.
The MOBEX exercises are carried out regularly and aim to check the personnel and technical completion of the military units, as well as to strengthen the cohesion between the reservists and the active military.
On Wednesday, dozens of reservists from Bucharest and Ilfov lined up at the units of the Ministry of National Defense (MApN) for training.
The MApN representatives stated that it is not about a war mobilization, but about a planned exercise, carried out regularly, according to the legislation in force regarding the preparation of the operative reserve of the Romanian Army.

The mobilization generated controversy
Army representatives have admitted that there are problems in mobilizing reservists. The reaction of the ministry was not long in coming.
The spokesman of the MApN, colonel Corneliu Ştefan Pavel, claims that one of the objectives of these exercises is precisely to identify the problems that arise along the way, in order to be remedied.
“Of course there can be problems, there are a lot of reservists, over 10,000 here in Bucharest. This is exactly the purpose of the exercise, to adapt to the conditions we have now and to see what is not working, to fix it along the way (…) One of the objectives of the exercise is collaboration and cooperation between the active military and the military in reserve. Those who carried out their activities in the army, after becoming reservists, lost contact with the activities the army Romanians.
It is a day when they are made aware of the procedures currently used by the Romanian military, a reminder of the firing sessions (…) At the end of the exercise, we will have an analysis with all the problems we encountered (…)
Another objective we are pursuing is to see, in the conditions of transition from the state of peace to the state of mobilization, crisis, siege, war, how long it takes the reservists to show up at the units. They can be announced 24 hours in advance or in a shorter time (…) These reservists have an average age of 45-48 years”explained Colonel Ştefan Pavel, quoted by Agerpres.
He also specified how the mobilization is done: “The reservists are notified by our colleagues from the Interior to report to a certain military unit where they are rounded up, their identity documents are checked, they are given a job security briefing, then a brief psychological assessment, after which they are equipped, they are given their weapons. If they have planned, they participate in shooting sessions.”
Ştefan Pavel stated that reservists who do not show up risk sanctions and fines, but that “in general it is good not to end up with fines”.
