In Krasnoyarsk, tenants have increased fees for maintaining residential premises

Deputies of the Krasnoyarsk City Council decided to increase fees for the maintenance of residential premises for tenants. The mayor's office reported that the increase will affect those who live in non-privatized, state and municipal apartments. The volume of such housing in Krasnoyarsk is about 2%.
The press service of the city administration noted that the fee for maintaining residential premises has not been increased for more than 6 years. The decision to increase is a necessary measure; in the context of annual inflation, the amount that is now paid for maintenance no longer allows for high-quality maintenance of the common property in houses as required by housing legislation. After all, during this time, tariffs for utility services have increased significantly, and the cost of work by organizations involved in the repair and maintenance of houses has increased.
The long-term lack of funds for maintenance has led to serious consequences. This was especially reflected in the former dormitories. Unlike ordinary houses, they have small living areas and a lot of common property – huge halls, corridors, shared kitchens, showers, toilets. Currently, tenants of premises in former dormitories pay only 25% of the economically justified fee for full maintenance and all the work necessary to maintain such houses.
To remedy the situation it is proposed:
- increase the amount of payment for the maintenance of residential premises for those who live in ordinary houses by an average of 1.5 times;
- approve a new economically justified amount of payment for the maintenance of living quarters in dormitories (in this case, the cost of renting rooms will increase by 3.5-4 times);
- remove restrictions on payments for the maintenance of residential premises in houses whose wear and tear is more than 70%.
Now tenants in such houses pay 10-25% less than everyone else. However, until the moment of resettlement or demolition, worn-out houses also need to be maintained in a safe condition, and with the current payment, there is simply not enough money for this.
So, for example, for a room of 12 square meters on the street. Novaya, 32 now pays 211 rubles per month. This is a former dormitory with shared kitchens, corridors, which must be serviced at a minimum by a janitor, a cleaner, an electrician and a plumber. After the increase, employers will pay 898 rubles per month.
In the hostel on Dzhambulskaya, where there are huge halls, kitchens, bathrooms, elevators, and a garbage chute, tenants also pay 330 rubles a month for a room of 12 square meters. After the increase, the monthly fee will increase by 668 rubles and amount to 998 rubles.
In ordinary five-story buildings on Kalinina, the rent for tenants of a two-room apartment of 54 square meters is 933 rubles per month. After approval of new tariffs, the fee will be 1,437 rubles.
We add that the cost of maintenance fees for tenants cannot be higher than the fee for owners. In addition, families whose new tariffs will lead to exceeding the maximum allowable share of expenses in their total income will be able to apply for a subsidy.
