The teachers' revolt increases after blocking the payments in the court: “If we do not react in any way we dig our own pit”

The education staff who was waiting for in October to pay a new installment of the amounts won in court now has a new reason for revolt. The payments of these amounts were blocked, most likely to resume in 2026.

After a summer in which the measures adopted in the education sector hit the teachers hard, the beginning of October came with still bad news: the fourth tranche of the staggered payments won in the court no longer pays, although in schools and in the school inspectorates a considerable effort has been made to centralize the data for each employee. Moreover, the money would have been transferred to the school inspectorates account, so that at the last moment the payment for 2026 will be decided.

The teachers are revolted that they still hit them. “The increased didactic norm, 2 hours of unpaid work, the payment of the deferred judgments, the communicated schools, the neuropsychic increase, the refused transport settlements, the food allowance equal to that of the sanitation (15 lei/day). What is going on?”is one of the hundreds of messages online. “Probably the increase of the norm from year to year. That it is possible. No one comments, we execute, so”, It's one of the answers.

Let us not pay us anymore and we will continue to go to school “,” Let's do voluntary work! “,” Let's take money from home ” There are some other teachers' answers. More jokingly, more seriously, in a comment, the hypothesis of replacing teachers by artificial intelligence is issued in a comment.

The discussions flow, and the prospect of triggering a new strike seems close again.

For those who give back to the strike I would like to lower our salaries by 10%. I think that then there will be teachers who will go to supervision, evaluation, degree. We have the power to oppose these aberrant measures, but some (many) are the system servants. Who are they? Those who do not live from this bitter salary ”, the discussion is further advancing.

“Let's go over them, this should follow! But we are teachers, right? How to resort to such gestures? And look so our dear governors play us as they want! Dear colleagues, if we do not react in any way, we dig the pit alone!” The conclusion comes.

What money do teachers recover

The amounts that teachers were expecting, but also some of the auxiliary staff, are in many consistent cases. It is about thousands of lei, even over 5,000 lei, representing the fourth tranche, of 25%, from the amounts representing rights won in court.

The largest amounts come from the wage differences for recalculating the leadership, the gradation of merit, the salary growth for special education, the wage growth for simultaneous teaching and the wage growth for preventive financial control. From July 1, 2017, with the entry into force of Law 153/2017, the Law on paying personnel from public funds, former bonuses and allowances were included in salary as increases or salary increases (leadership – 10%, merit grade – 25%, salary growth for special education – 15% Increase for preventive financial control that is granted to auxiliary staff – 10%).

These increases or salary increases, with the entry into force of Law 153, were not calculated at the basic salary, but were calculated on the system system, that is, at the level of the year they entered into force, as we have, for example, and now, the increase for neuropsychic wear, which is calculated at the level of the salary in December 2018 “, said the president of the union in the pre -university education Olt, Ionel Barbu.

The actions in the court began to flow, demanding the application of the increases to the basic salary in payment, and after years of fighting in court and processes won the rights were recognized for all the staff in this situation. From that moment they were calculated unitary throughout the country. The payment of the amounts won was instead staggered, setting five installments, 5%, 10%, 25%, 25%and 35%, respectively. The teachers were waiting for the fourth tranche in October to receive 25%, especially since the colleagues who did not act in the trial (less numerous), but whose rights were recognized, received this installment since summer.

To the five rights calculated in relation to the basic salary in payment are added other rights also won in court, for the classification on income installments. The teaching staff was framed, before Law 153/2017, on 11 income installments, while the new law provided seven income installments. The transition from the 11 installments to the tranches of the new law should have been made only when the teaching staff reached the maximum salary in the new grid. As in the years that followed the entry into force of Law 153/2017 the graph of salary growths did not respect for all categories of budget, the education staff reached the maximum salaries in the grid only in 2022, years away from the initial term, giving priority to the sanitary sector marked at that time.

Because the re -establishment on the seven new income installments did not take into account the reaching of the maximum salary in the grid, the teachers submitted, through the unions, other actions in the court, in the spring of 2021 the problem being solved, as in the case of the previously mentioned, administrative means. The list of wage rights won by the education staff after the employees have addressed the courts are not limited to those already mentioned, but they represent less numerous actions.

Teachers would like to execute forced

Education employees who have obtained their rights still have 60% of the total amount (representing 25% – fourth and 35% – fifth tranche, which is also the last). In the online environment there is more and more common execution, after the protest held on Tuesday, October 7, in front of the Ministry of Finance, had no effect. The leaders say, however, that the approach would be a great consumer of resources, both time and materials, and the result is not sure that it would come too soon if the magistrate's protest was taken into account, which has delayed many terms. Specifically, for each employee, one action should be submitted, and if the teacher taught in several schools it would be as many actions.
