The ex-Zam Minister of Sports of the Krasnoyarsk Territory received a “convent” for fraud (video)

In Krasnoyarsk, the court sentenced the former manager of Platinum Arena JSC and the First Deputy Minister of Sports of the Territory Roman Sotnikov. This was reported in the prosecutor's office and the Investigative Committee.
Law enforcement officers recalled that in 2020, the Director General of Platinum Arena learned that the sports and entertainment complex needs to maintain security systems. Roman Sotnikov thought out a plan for assigning money allocated for these purposes. Speaking as the organizer of the crime, he proposed his friend – Sergei Kolyako to become a performer of a fraudulent scheme.
Having freed his position to the successor, and being appointed First Deputy Minister of Sports, Roman Sotnikov coordinated the actions of the accomplice. With the help of a dimensional director, Sergei Kolyako opened LLC SK VAVILOL. Platinum Arena JSC and a new enterprise concluded contracts for several tens of million rubles.
“Payment was subject to service for maintenance of security television systems, inspection equipment, fire extinguishing, security alarm. However, part of the funds entrusted to the director of the joint -stock company “settled” in the pockets of the head of the complex, who shared them with his “partner”, ”the regional prosecutor’s office explained.
Verdict for the former first deputy minister of sports of the Krasnoyarsk Territory
According to the documents, the services were fully provided, but in fact – 1 million rubles less. The amount was stolen thanks to the signed management acts of the reception. They indicated unfulfilled work. Then the object was presented to the region, and Sergei Kolyako was approved as the manager.
Continuing a criminal conspiracy, in 2023, accomplices stole a fee under another service agreement between the KGAU “Regional Center for Sports Structures” and LLC “SK VAVILOL”, signing acts on the full implementation of unfinished work. The amount of damage amounted to 1.3 million rubles.
Roman Sotnikov pleaded guilty to the investigation and compensated the damage caused. However, after the debate in February 2025, he changed his position in the case, in connection with which the judicial investigation was resumed. The prosecutor's office requested 5.5 years of a general regime for the former first deputy minister of Krasnoyarsk Territory.
The court appreciated the entire amount of evidence presented in the case and sentenced Roman Sotnikov a punishment of 5 years in prison with a trial period of 4 years for fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) and the organization of assignment of funds entrusted to the head of the joint -stock company (part 33, part 4 of article 160 of the Criminal Code of the Russian Federation).
