Heating voucher 2025. The Energy Regulatory Office resembles


Energy Regulatory Office (URE) reminds: to launch payments of the so -called heating voucher – Financial support for low -income households – heating companies must publish a single component net heat price. The deadline is impassable and is on October 7, 2025. Without this data, the support mechanism will not start.
The heating voucher is a form of financial support for people who meet certain income criteria and struggle with high heating costs. The amount of the benefit depends on the two key factors: the price of system heat and income per person in the household. The support will be paid in two tranches, covering the period from the second half of 2025 to the end of 2026.
Initially, the amount of support is to be from PLN 500 to PLN 1,750, with an increase in up to PLN 3,500 in the next stages of the program.
Heating voucher. URE: key data from heating companies
For the mechanism to work efficiently, heating companies must provide heat prices. It is about the so -called One -component net heat price, i.e. a simplified rate for heat gigga (GJ), in force on September 30, 2025. This information must be publicly available – e.g. on the websites of enterprises.
Without this data, it will not be possible to accurately calculate the amount of support for individual households, which may delay payments.
Unit heat price
The one -component net heat price is required to publish energy companies:
– dealing with direct sales of the heat generated;
– dealing in heat trading;
– providing services to recipients who have deepened the heat sale agreement with other energy enterprises.
“One -component net heat price is calculated by dividing the sum of planned revenues – determined on the basis of the approved tariff – by the planned amount of heat sold. Planned revenues include revenues from heat sales, heat power, heat carrier, as well as revenues from a fixed and variable fee for transmission and heat distribution” – reads in the URE.
Heating voucher. Who can use?
The program is addressed to households that meet certain income criteria, and heating costs are a significant burden on the budget for them.
The heating voucher will receive households, which:
– in the case of one -man farms: they reach an income equal to or lower than PLN 3,272.69
– In the case of multiplayer: they reach an income equal to or lower than PLN 2454.52 per person.
In addition, farms must use the system heat (network) supplied by the energy company and pay for heat above PLN 170/GJ.
Heating voucher. Amounts in 2025
In the second half of 2025, the support will be from PLN 500 to PLN 1750, depending on the rate for the gigajul. The amount of the voucher will be:
- PLN 500 – when the heat price is higher than PLN 170/GJ and not higher than PLN 200/GJ (without VAT);
- PLN 1000 – when the heat price is higher than PLN 200/GJ and not higher than PLN 230/GJ (without VAT;
- PLN 1750 – when the heat price is higher than PLN 230/GJ (without VAT).
