Former Mayor Nazarov Vladimir Saar was detained on suspicion of receiving a bribe on an especially large scale. This was told in the prosecutor's office of the Krasnoyarsk Territory.
According to the supervisory authority, in 2023-2024, the ex-official, through the director of the contracting organization, Promstroy LLC, agreed on the systematic receipt of illegal monetary rewards. The total amount of the bribe amounted to 3.5 million rubles.
In return for money, the head provided the company win in competitions for road work. To do this, he gave illegal instructions to his subordinates, and the criteria for evaluating applications were included in the procurement documentation on the Promstroy LLC. These criteria were previously agreed with the company itself, which guaranteed her victory over other participants.
“Thanks to this debugged scheme, the Promstroy LLC not only won the tender, but also concluded a municipal contract with the administration of more than 100 million rubles,” the prosecutor's office said.
In February 2025, 61-year-old Vladimir Saar left the post of mayor of Nazarov. A criminal case was instituted against him under Part 6 of Art. 290 of the Criminal Code. Now the issue of choosing a former official of restraint in the form of detention is being resolved. Work to establish all the circumstances of the crime and person involved in it continues.
Recall that the company LLC Promstroy belongs to the Krasnoyarsk road worker Descard Hanagyan. Previously, he was accused of caring conspiracy. According to investigators, during the construction of roads in Krasnoyarsk, he entered into a criminal conspiracy with the head of the SATP MP Dmitry Sokirko and was detained in August 2024.
This is not the only thing related to the name of Descard Hanagyan. The road worker is now in the pre-trial detention center along with the ex-head of the surprise Evgeny Zhvakin and the ex-deputy head of the city Alexei Davydov. The first is suspected of receiving a bribe from Hanagyan for 73 million rubles, and the second in mediation in the same case.
Also, the detention of the head of Krasnoyarsk Vladislav Loginov may be associated with Promstroy. On June 9, he was charged with receiving a bribe in the amount of 180 million rubles. According to Krasmash, illegal reward was given by Decard Hanagyan. For this, the mayor ensured the victory of the company at the auction for the repair of city roads.
