The Constanta County Arbitration Commission excluded Cătălin Ghiță and Valentin Hîțu from Arbitration, after they participated in a charity game between the national TIR drivers and the national of the Italian TIR drivers, in Medgidia, although they were suspended for delaying an official match.
The two filed an appeal. There were excluded because several parties would be arbitrated without being delegates, as CJA Constanța communicated. At the charitable match of the Romanian and Italian TIR drivers, on September 28, George Găman, a Superliga referee, also participated.

“The Disciplinary Commission of CJA Constanța, made up of Mr. Mihai and Fogoroș Gheorghe, decided the following: the arbitrators Ghiță Cătălin and Hițu Valentin – both in a state of suspension – is sanctioned according to art. 125 of RodaAF with the exclusion from the arbitration activity of CJA Constanța, for recidivism in a continuous form regarding the arbitration of football games without being delegated by the competent commission of CJA Constanța, as well as for the challenge of the delegation commission.
Although they were notified not to arbitrate a friendly football game on 28.09.2025, as they were not delegated, they still officiated the game. With the right of appeal within 5 (five) days to the CJA Constanta CJA Commission ”, the Constanța County Football Association said.
The two referees filed an appeal
Cătălin Ghiță and Valentin Hițu filed the appeal and threatens that they will sue CJA Constanța if the decision is maintained.
