In 2022, a cadastral engineer, along with their acquaintance, announced their intention to develop agriculture – to grow garden strawberries. To do this, they issued a site, put it on cadastral registration and received the land for free use.
Then, the cadastral engineer, taking advantage of the fact that he occupied the monopoly position in the local cadastral services market, entered into the boundary plan inaccurate information about the form of permitted use of the land and noted on a technical plan a non -existent wooden residential building with an area of 42 square meters. meters. The structure was supposedly registered. Thus, it became possible to privatize the Earth, bypassing the competition.
Also, a childhood friend of the attacker, who was a municipal employee, took part in the scam. She is suspected of illegal paperwork for the provision of land.
The violation was revealed during the prosecutor's audit. On this fact, a criminal case was opened under Part 4 of Art. 159 of the Criminal Code (fraud on an especially large scale). Participants in fraud with land can face up to 10 years in prison with a fine of up to one million rubles. The case will be considered by the Sayan district court.
