Prime Minister Ilie Bolojan told Digi24 on Monday that the “only rational form” of adopting the local administration reform “is assuming liability, but this assumption should not be done exclusively on this draft law”, but may include, for example, the reform from the central administration.
The prime minister said that the county residences and other localities in Romania “have a good financial situation”.
“Think about that if you have Dacia-Renault factory on your territory, then, no matter who the mayor of Mioveni is, you have a source of income that does not make you dependent on the state budget, but this type of localities are at the level of several hundred, 200-300, but we have the other over 3,000 administrative units. European, if they have won, are the expenses with the staff, which reach values from 70% to 100% ”, explained Ilie Bolojan.
He stated that in addition to the personnel expenses are, for example, the expenses with the public lighting and those with the heating of the schools, but if you want to make discounts you have to intervene “where the highest share – and the highest weight at 90% of the localities in Romania is at the personnel expenses”.
“It is abnormal to have the mayors who have a smaller number of employees, so the mayor did not hire, did not hire the entire network of local supporters or relatives, have kept their things under control, and we have hundreds of mayors, also from the same population area, who have a number of double employees, or to apply this reduction to a standard, which is about a standard It would not reduce their staff, it means they have not exaggerated, and the other half should make staff discounts, ”the prime minister continued.
“The private sector needs people to work”
Ilie Bolojan said that “it is abnormal to come to ask for money from the Government, which we do not have anymore, I emphasize, which we hardly take from people, for which we pay important interest, because we lend them a good part, given that you have surplus staff that is not justified, while the private sector is in Romania.”
“We like it, that we do not like, some of the people who work today in the administration are convinced that if they were looking for jobs in the private sector tomorrow, it would certainly find a good job,” the prime minister added.
Asked if the reform of the local administration will enter the package 3 of measures, he replied: “Given the complexity of this administration package, with many articles, with provisions that modify many laws, the only rational form, to have coherence in the adoption of the package, it is the assumption of liability”.
“This assumption should not be done exclusively on this draft law. There are other things to be done,” said Prime Minister Bolojan, offering the example of the reform in the central administration.
