The budget of the unique national social health insurance fund is supplemented by revenues with the amount of 4.035 billion lei and to expenses with commitment credits and budget credits in the amount of 3.399 billion lei, shows the foundation note that accompanies the budget rectification project, published on Monday by the Ministry of Finance.
The expenses were supplemented to ensure the continuity in providing the materials and provision of medical services, the payment of the salary rights for the personnel classified in the public health units and for the granting and settlement of the medical leave and the social insurance allowances.
The increase of the current revenues to the unique national health insurance fund is influenced by the positive evolution of the revenues from the health insurance contributions collected from the natural persons who have obtained income from independent activities, the result of the increase of the CASS tax ceiling (from 6/12/24 minimum gross salaries in the country, in the country, 296/2023), mentions the foundation note, according to Agerpres.
Also, the increase of the revenues is possible due to the measures approved by Law no. 141/2025 (+1,995 billion lei), such as:
Elimination of the exemption facility from the payment of CASS for the natural persons who have the quality of pensioners, for the pension revenues, for the part that exceeds the monthly amount of 3,000 lei;
The elimination of the exception from the payment of CASS of some categories of persons – to the persons in the maintenance of an insured person, the beneficiaries of unemployment allowance, the persons who benefit from the allowance for the child's raising, the natural persons who benefit from the minimum income, the monastic staff of the recognized cults and other persons whose rights are established by normative acts.
At the same time, it is proposed to increase the revenues due to the evolution of the contribution receipts due to the drugs and the contribution due for the cost-volume/cost-volume-result contracts registered over the established program.
