Which prepares the government in package 3 of fiscal-budgetary measures. Economist: “We will take it back to the valley”

Political leaders are preparing and a third package of measures to regulate the economy, which could again contain various proposals, from reducing the unemployment period to reducing the state apparatus. Experts, however, point out that, beyond the ideal proposals presented for all packages, the measures have to decrease the deficit, and the last measures have not produced a decisive impact.

In the context of the discussions about the measures to regulate the deficit, which should now be at 8.4%, according to the last agreement with the European Commission, Prime Minister Ilie Bolojan made several details regarding the next package of fiscal-budgetary measures that would be adopted with the Government's responsibility in Parliament. “The package per administration can be completed with many others ”, explained the head of the government.

Thus, between the measures in package 3, the institutions were included and the reduction of the central apparatus, the elimination of the cumulative pension, the elimination of exceptions in the case of reduced retirement, the reduction of the unemployment period, the public administration reform, as well as the right of the public authorities to authorize the gambling and to tax them, but also to support them.

Package 3 would therefore be similar to the second, comprising measures in several fields. On the package 2 the political leaders came to consensus after long discussions and even exclusions of measures. The reform of the public administration is, in fact, an arrears of package 2, for which the political leaders found that the Government did not have enough data.

A package with “good intentions”

Political analysts emphasizes that package 3 could become a diversified one of good intentions, whose effect must be reflected in a smaller deficit, which, initially, at the beginning of the government, was set to 7% for the end of the year.

“The only clear, palpable and relatively bright news is the deficit target to which Romania must reach. Probably European officials have understood that if we peresist on this road of surgical measures, the patient subjected to the treatment will die on the operating table,” says the politicalologist Ioan Stanomir.

The political scientist points out that the measures included in the three packages “They are very delicate and enter an extraordinarily delicate field”: “You will see the decision of the Constitutional Court (no -by the 4 projects in the second package notified to the CCR) and it is very difficult to say at this time that will be chosen by all these good intentions.

At the Constitutional Court, 4 projects of the package 2, three notified by the opposition and one by the JCCJ remained in the analysis.

“Neuralgic” sectors bypassed measures

Economic analyst Bogdan Glăvan shows that the proposals so far have not had a big budgetary impact and do not focus on the key fields that the political leaders should have intervened:

“The substantive problem is that the Romanian state needs tens of billions. (…) It has been a long time and I have not seen, in fact, any authentic reform, no measures to definitively decrease the state's expenses. Practically, to reform the state companies, nothing is known since the departure of Mr. Anastasiu. Nothing.

The second neuralgic sector is that of the administration, where a reduction in the personnel scheme is required, but this must go with the digitization and regulation, so that you do not put the citizen to walk a commune further. So these things must be thought of in a slightly wider perspective. (…) The Romanian state is overloaded with staff, that's true. But because he is bureaucratic. That is, this is one of the main reasons why it is overloaded with staff. And bureaucracy further creates new tasks. (…)

And the third neuralgic sector was that of public works. Where the works were simply stopped. I mean, we talk about many billion lei here. It had to be very clear. Mr. Ciolacu triggered double public works than we allowed. It has over -contracted in ignorance and accordingly, we must cancel them or have to put them on break. (…) In none of the three neuralgic fields, it has been resolutely acted. In some it did not act at all ”

The economist envisages that the tax increases so far will decrease next year, but to a point. “That will be all the progress, after which we will take it again ”concludes Bogdan Glăvan.
