In the Krasnoyarsk Territory, the Accounts Chamber checked the effectiveness of housing for orphans and state employees

In the Krasnoyarsk Territory, the Accounts Chamber appreciated the effectiveness of housing for beneficiaries. The issue was discussed at a meeting of the Construction Committee, Housing and Communal Services and Civil Defense and Emergencies of the Legislative Assembly.
The auditor of the Accounts Chamber Oleg Mendeleev told parliament members about the results of checking the target and efficient use of budget funds allocated for the construction of apartment buildings for children – orphanages and employees of the budget sphere. The audited period is from 2022 to 2025.
According to regional departments, as of January 1, 2022, there were 9,529 orphans in the region in need of housing, as well as more than 3,800 budgetary sector workers standing in line for residential premises. Then a pilot project was launched for the construction of 11 apartment buildings in 10 municipalities of the region, as well as the design of three two -apartment buildings in the Turukhansky municipal district.
The total amount of the developed funds amounted to almost 1.8 billion rubles. Today 10 houses have been commissioned (288 apartments). 167 budget sphere employees and 109 orphans received new apartments. At the beginning of 2025, the total number of children – orphans to be provided with housing is 8,802 people.
But the construction of a 20-apartment building in the Ilan-Nizhnegash municipal district has not yet been completed, as well as the design of houses in the Turukhansky district. In addition, according to the results of the audit, it was established that 4 apartments were provided to persons not related to target categories, and 6 apartments remain uninhabited. A number of other violations were also identified, among which – a delay in transferring property to municipal property.
Auditors noted that building houses was more expensive than issuing certificates, but this approach can be used in municipalities, where the housing market is poorly developed.
“We will take into account the results of the audit and concentrate efforts on the integration of various programs, as well as provide municipalities with the possibility of effective operation of built houses for different categories of citizens. Practice has already shown its effectiveness in Lesosibirsk. In 2026, the construction of new houses is not planned, but we expect to renew this activity since 2027, ”Maxim Govorushkin, First Deputy Minister of Construction and Housing and Public Utilities of the Territory, commented on the results of the audit.
Deputy Chairman of the Committee Elena Penzina drew attention to violations of financial discipline by contracting organizations. Deputy Pavel Semizorov emphasized the need to strengthen control and supervision measures at all stages of construction.
The Chairman of the Committee Alexei Kulesh noted that a large -scale experiment demanded significant funds from the budget. During its implementation, many difficulties arose – the errors were made by developers and municipalities to which housing was transferred.
“But each such experience is a lesson for the future. I am sure: the construction of housing in the municipal districts of the Krasnoyarsk Territory will continue – taking into account the comments of the Accounts Chamber and the proposals of deputies. We will send the corresponding letter to the government of the region with the recommendation to take into account these conclusions when planning further measures. At the same time, I emphasize: all three forms for providing orphans are preserved-this is both the issuance of housing certificates and the purchase of housing by municipalities at the expense of the regional subsidy, and the construction of new houses, ”said Alexei Kulesh.
