The Romanian state received 80 billion lei in the period 2022-2024 from the increase in energy and continues to win VAT, dividends and taxes paid by the energy sector, according to the data of the Association of Energy suppliers (AFEER). With the increase of VAT from the middle of this year, Romanians also pay 47 lei per MWH, ie 4.7 lei for an average invoice of 100 kWh. And the energy producers had to gain from the increase in energy.

According to AFEER calculations, the state budget earned 80 billion lei between 2022-2024, as follows:

– In 2022: Total 46.3 billion lei

  • 11.4 billion lei – VAT difference applied to a larger basis of calculation
  • 8.6 billion lei – dividends
  • 26.3 billion lei – superimposition of production/trading and solidarity contribution

– In 2023: Total estimated 21.3 billion lei

  • 7.4 billion lei – VAT difference applied to a larger basis of calculation
  • 6.4 billion lei – from dividends
  • 7.4 billion lei – from over -taxation production/trading and solidarity contribution

– In 2024: Total estimated 12.1 billion lei

  • 3.7 billion lei – VAT difference applied to a larger basis of calculation
  • 6.3 billion lei – dividends
  • 2.2 billion lei – over -taxation production/trading

These represent the profit of the Romanian state following the scheme of ceiling-composition, “with the whole baubau with the energy crisis, with aid for consumers and so on,” said Laurențiu Urluescu, President of the AFEER, within the “Energy in the socket” conference, organized by the Bursa newspaper.

At the same time, the business and profits of energy producers increased during this period, he added.

The representative of the suppliers also said that, from a final price of 1.3 lei/kWh, 45% represents the actual cost of energy, and the remaining 55% represent regulated rates (transport, distribution, system tariff, green certificates, cogeneration contribution), excise duty and VAT.

The Romanian state has arrears of 8 billion lei to energy suppliers

He showed that the state still has arrears of 8 billion lei to the energy suppliers, in the account of the ceiling-communication scheme. In addition, due to unclear legislation, some expensive obligations that will even load the invoice, such as some unnecessary periodic reports, have remained in force.

“The last month almost completely settled is January 2024, which means we have 20 months of delay.”

According to ANRE data, until October 2024, the institution had approved for payment the amount of 30 billion lei to the suppliers, in the account of the ceiling-communication scheme, starting with November 2021.

The ceiling-competition scheme that was applied between November 2021-June 2025 provided for the cap of the invoices paid by the consumers, the difference of the amount to be covered from the state budget.

VAT growth increased bills by 4.7 money per KWH

For his part, Viorel Tudose, the general manager of Getica 95, the fourth supplier according to the market share, showed that VAT increase had an impact of 47 lei per MWh, which would mean 4.7 lei for an average invoice of 100 kWh (4.7 money per KWh).
