According to Noni Iordache, Mihai Jurca would have put the condition of collaboration with the union to teach a list with the participants in the protest, arguing by a decision of the High Court on strike. Iordache states, however, that the decision invoked does not apply to spontaneous protests, these being allowed by the Constitution of Romania, article 39.

The scandal broke out after, on Monday, September 15, several employees of the Victoria Palace interrupted the activity and went to Victoriei Square, dissatisfied with the Government's decisions. Subsequently, the union sent a hard statement by accusing the Jurca of “Methods of intimidation and harassment” and comparing the request for lists with political police practices.
According to Antena 3 CNN information, the purpose of the request would have been to identify the employees to retain their salary amounts for the hours they were not in the office. The officials who protested thus risk financial sanctions.
“Romania is a member of the European Union, and the freedom of expression and the right to protest is not negotiated. We clearly send to Mihai Jurca: the Prime Minister's Chancellery is not the personal property of any politically promoted, and the employees are not cannon for his ambitions and methods”, It is shown in the statement sent by the union.
