Essensys digitized one of the most complex and sensitive administrative systems: the penitentiary system

Essensys, the supplier of software solutions and mobile applications, has implemented and customized WHO (Offenders Management System), the platform that has become the digital pillar that supports the operational and administrative activity of the penitentiary system. The project represents a reference point for the digitalization of the public administration, demonstrating that the transition to digital solutions is possible when there are clear procedures, a well -defined structure and prepared teams.

The solution provides a complete overall image (360 °) on each case and integrates over 30 modules, including for managing medical information, visits, external communication of persons deprived of liberty, as well as for education, reintegration, monitoring and control of financial transactions, among others.

In addition, advanced reports and detailed control of permissions increase security and provide controlled access to data, ensuring a complete and safe management solution. It offers a model of scalable and replicable digital transformation for other public institutions.

“The collaboration with Essensys has started from the need for a digital solution to eliminate bureaucracy and to make the administrative and operational processes in the Romanian penitentiary system, in compliance with EU regulations and in full compliance with the GDPR. The WHO platform currently contributes to the increase of security, operational efficiency and supports the rehabilitation objectives. Essensys became the technological partner of ANP following a public auction, and the implementation of the project took place between the end of 2021 and 2024. In addition to the development and implementation of the platform, Essensys also actively involved in the system of employees in the system, to ensure a transition as smoothly to digitization and a perfect integration with existing systems.

The automation of administrative tasks within the ANP significantly reduced the working time and the risk of human errors, generating traceable, efficient and easy to replicate processes.

According to the European Commission, Romania has to recover in the digitalization chapter, with a current score of 48 out of 100 on the digitalization of public services, compared to the EU average of 77. However, PNRR funds create premises for change, and projects such as WHO shows that transition to a digital environment is achievable.

“The PNRR is undoubtedly a major catalyst for the digitalization of the public administration, and Essensys will be present and will provide all the necessary support during this program, until 2026 and after. It is still slow in many areas of the administration, digitalization takes shape. Of the projects developed by Essensys in 2024, 10% were carried out for public institutions, the rest being B2B projects in the country or for international customers.

In addition to ANP, Essensys has collaborated over time with other institutions, among which are the National Meteorological Administration, the Ministry of Justice, the OSCE and the National Bank of Romania.

Regarding the private sector, Essensys implemented projects for customers such as Recorder, Enayati Medical Center, Engie Romania, Apa Nova, 7card, Radio ZU, Antena Group, FashionDays, Greenpeace Romania, Banca Transilvania, BDO, KPMG and Deathlon Romania.
