Former chief SIS Moldova, detained by DIICOT after eight hours of hearings. Is accused of selling to KGB of secret information on Romania

Alexandru Bălan, former deputy director of the SIS from the Republic of Moldova received a detention mandate for 24 hours after the hearings from the DIICOT headquarters. Romanian prosecutors claim that its activities have endangered the national security of Romania.

Judicial sources quoted by Agerpres said that Alexandru Bălan was caught on Monday, at Timisoara airport, and was later brought under escort to Bucharest. On Tuesday morning he arrived at the DIICOT headquarters, where he was heard for almost eight hours, at the end of which the prosecutors decided to withhold for 24 hours.

“Today, September 8, 2025, the DIICOT prosecutors – the central structure, together with the policemen of the Organized Crime Fighting Directorate, implemented a warrant issued on behalf of a suspect, aged 47, investigated for committing the crime of betrayal by transmitting secret information,” said DIICOT in an official statement on Monday.

Meetings with KGB officers in Budapest

According to investigators, Alexandru Bălan would have sold information classified to officers of the State Security Committee (KGB) in Belarus.

“From the administered evidence it turned out that, starting with 2024 and until now, the suspect (…) has been involved in unauthorized disclosure activities, to representatives of a foreign power, respectively officers of the KGB of the Republic of Belarus, under conditions that may endanger Romania”, “

According to prosecutors, between 2024 and 2025, the former SIS officer would have had two meetings in Budapest with KGB officers, which aimed at sending both instructions and payments for the services provided.

Former Minister of Defense in the Republic of Moldova, Anatol Şalaru, told Antena 3 CNN that Alexandru Bălan “played the main anti-Romanian role in Sis Moldova”.

Anatol Şalaru claims that he would have recruited Bessarabian students who studied in Romania and that he constantly opposed the collaboration between the Republic of Moldova and the European Union. In his opinion, Bălan was “a convinced anti -European” and acted systematically to block the proximity of Chisinau of Brussels.

The DIICOT investigation continues, and the former SIS official is to be presented to the court with a proposal for a preventive arrest.
