PSD wants to change measures of the Bolojan Government and announces “repair for certain excesses” in the fiscal package 1

The leaders of the PSD announced on Monday in Parliament that they submit several draft laws to relieve the payment of the health contribution on the child -raising leave, the war veterans, the political prisoners and the monks. The projects come after the Government introduced in the first package of tax measures CASS payment for these categories.
Sorin Grindeanu, the PSD leader, announced on Monday, along with Senator Victoria Stoiciu and deputy Marius Budăi, that the Social Democrats will submit three “repairing projects for certain excesses that were part of package 1”.

These are legislative projects that will exempt from the payment of CASS the mothers on the child -raising leave, the political prisoners, the veterans and the widows of war, the monastic staff and the exemption from the tax for the people with serious disabilities.
“There are things I said and when the 1st Package was adopted, I also told them and supported them, these things, in the coalition to be corrected now, when we talk about package 2,” said Sorin Grindeanu.
The projects come in the context in which the exemption from the payment of CASS for these categories was eliminated in the package 1 of measures meant to bring more money to the budget. The PSD proposed amendments to maintain the exceptions from the contribution to health and coalition, but were rejected.
“Not being adopted and not being accepted by the rest of the colleagues, we understand not to give up, to do these draft laws, which are reparative projects from our point of view for certain excesses, which were part of this package 1,” said the PSD leader.
About the moment when the proposals were rejected in the coalition, Grindeanu says it was one of the hardest:
“For me, that moment when these amendments were accepted, last week, it was one of the difficult times, I told my colleagues, in the sense of remaining or not on the part of this coalition, because I do not see the purpose for which these amendments were not accepted,” explained the president of the Chamber of Deputies.
Mothers on child -raising leave could be exempted from CASS payment
The first draft law aims to exempt from paying the health contribution for mothers on the child -raising leave and will have an impact of 80 million euros per year, according to the calculations made by the PSD.
Senator Victoria Stoiciu explained that mothers need this help, especially those in situations of economic vulnerability.
“We consider that it is an absolutely necessary measure and a repair of a justice that has been done to women, given that we are talking about people in a situation of economic vulnerability and health and, two, given that Romania is facing a big problem of birth,” says Victoria Stoiciu.
Exemption for war veterans too
The second project submitted by the PSD provides for the exemption from CASS payment for war veterans, invalids, politically and monastic staff, ie the nuns and monks. The budget impact of the project is 25 million euros per year.
Deputy Marius Budăi, former Minister of Labor, said that the small number of people who would benefit from the exemption from CASS payment is small.
“It seems unjust to us that 418 people, and I repeat, insist on this, 418 people from Romania, 411 war veterans and 7 widows of war veterans to pay this contribution. It is a project that comes to repair what we, PSD, through the voice of President Sorin Grindeanu, I asked for the coalition, as well as in the pack.
The Social Democrats will also submit a third draft law, as soon as the 5 packages of fiscal measures for which the Government has assumed the responsibility will pass the CCR. The third project will introduce the payment of CASS for Ukrainian refugees receiving state aid.
Asked where the number will get enough votes to pass the projects of Parliament, Sorin Grindeanu said that he will be sure to be adopted and that PNL will not oppose.
“I do not think that colleagues from PNL will not vote for a draft law that refers to the exemption of CASS for political prisoners. There are reparative measures, some excesses that need to be repaired,” said the PSD leader on the halls of Parliament.
