The main loophole is in the customs code: the equipment is imported as a sportventary. Therefore, they do not pay duties and do not register. On public roads you can’t ride them, because they are without headlights, mirrors and turn signals. Almost all accidents are there. Adolescents control without skills, do not know how to slow down, they know road rules by rumors. For such a ride – a fine of 1.5 to 15k for the lack of rights, 1.5k – for riding without a helmet. And if the parent was given to ride – a fine of up to 30k is already for him.
Now they want to introduce the rule, as with pneumatics: if you want to ride – show the certificate that you are studying in a motorcycle school. Such an initiative was made by the head of the State Duma Committee on Youth Policy Artyom Metelev. It is already considered in the Ministry of Internal Affairs and the Ministry of Sports.
