President Karol Nawrocki vetoed a novella on the help of Ukrainian citizens. The president also announced his own legislative initiative. His decision was motivated by, among others The fact that the 800 plus benefit should only be given to Ukrainians who work in Poland. Donald Tusk pointed out that Nawrocki's proposal regarding non -payment of 800 plus non -working Ukrainians is convergent with the declarations of government, which is preparing such a bill. Government spokesman Adam Szłapka announced that until the next sitting of the Sejm, on September 8, the Council of Ministers will prepare a solution on the presidential veto. At the same time, he is working on connecting the payment of social benefits for all foreigners with work in Poland.

The deputy head of the Ministry of National Defense was asked on Monday in the third program of Polish Radio whether the government already has a ready draft act on the aid to Ukrainian citizens, “which would be able to accept Karol Nawrocki.” – This act is completed when it comes to the government – said Tomczyk. He added that no one has to replace the Council of Ministers in this matter.

The deputy minister pointed out that the parliamentary majority is now exactly the same as it was 3 or 4 months ago. – And it is the parliamentary majority that will decide what laws go through the Sejm and the Senate, not the President – he added.

Tomczyk announced that the government would report its bills step by step.

– The president has the right to decide whether he will sign it or not, but he takes responsibility for it – noted the deputy head of the Ministry of National Defense. He added that the president also takes responsibility for various social groups that will suffer through his veto.

The head of the Ministry of National Defense noted that Ukrainians are under the care of Poland, but they are not its citizens, and this is the interest of the citizens of the Republic of Poland is the role of the Polish government. – If this interest or these vectors are consistent, for example, with what is happening in the world, then Poland is involved in this type of matters. Just as in Poland's interest is to help Ukraine, for example in military terms, which is quite obvious to me – he emphasized.

Tomczyk added that POlska will not make a mistake of Western countries, which “woke up in such a situation, when it was profitable to come, for example, to a country like Sweden, Germany or Great Britain and, for example, not to work.” He emphasized, however, that in some situations, e.g. in the case of single mothers of disabled children – the issue of payment of benefits should be resolved individually.

– The general rule should be that if someone in Poland pays taxes, if he works and has the same obligations towards the Polish state as a Polish citizen, he can count on the same benefits, because he is part of our social life, he adds his brick – summed up Tomczyk.

In June 2024, President Andrzej Duda signed an amendment to the Act on helping Ukrainians, which assumed, among others Extending the legality of the stay of Ukrainian refugees until September 30, 2025, as well as the connection of 800 plus payments with the school obligation.

– We want this system to be even tight and to be fair – said Tomczyk. When asked if the work on the act could be completed before the end of September – so that it came into force from October 1, he assessed that this plan would be implemented. (PAP)
