The last draft law in the package 2 of budgetary balancing measures will be re -analyzed on Sunday within the ruling coalition. This is the project of reform of the public administration that will lead, according to the Government estimates, to the 40,000 positions of the number of employees in the mayors, prefectures and county councils.
The project of reform of the public administration was removed from the agenda of the Government meeting on Friday, when the other five projects in package 2 were adopted:
The removal from the agenda of the project that will lead to 25% reduction of the number of positions in the local administration has been motivated by the fact that there are details that must be clarified within the ruling coalition.
The coalition resumes the subject of the administration's redundancies
“There are a few issues in the discussion of the parties. The discussion will resume on Sunday in the coalition, after which a government meeting will follow,” said Ioana Ene Dogioiu, the spokesman of the Executive, without specifying what are the indefinitive issues.
According to political sources, the Coalition meeting will start on Sunday, at 1 pm, following the government meeting, in which the Executive would officially adopt the project, take place from 16. Later, the project will be sent to the Parliament, whose management will have to adopt the calendar assuming the responsibility.
Package 2, last -minute modification: the new taxes and state reforms have passed by the government, but without one of the important parties / months, the Government assumes the responsibility
For the other five projects the calendar was established on Saturday morning, at the meeting of the permanent offices of the Chamber of Deputies and the Senate. Thus, the parliamentarians will have time until Monday morning, at 09.00, to submit amendments, after which the assumption of liability before the Parliament by Prime Minister Ilie Bolojan will be done on Monday, from 7 pm.
The fact that the reform of the local administration has been disconnected by the other projects requires that assuming liability on this project be done separately. But the government hopes that the entire package 2 will be adopted until the end of next week, as Prime Minister Ilie Bolojan even said, so that the six laws from October 1.
40,000 posts could disappear
The refined reform of the public administration has caused heated controversies, given that the town halls will have to resort to redundancies. At the beginning of the week, the Ministry of Development modified the draft law on central and local public administration reform, which now provides for the 25% reduction in the number of positions in the mayors, compared to 20% previous. However, Minister Cseke Attila has retained the estimation that a total of 40,000 positions from the central and local public administration will be reduced.
The leaders of the coalition agreed on Tuesday that the personnel discounts in the mayors, prefectures and county councils should be made according to the number of inhabitants, according to data from the National Institute of Statistics (INS), not from the last census.
The discussions in the coalition are announced difficult under the conditions in which the dissatisfaction with the reduction of the number of employees of the local administrations were expressed after the Friday meeting.
The PSD organization sent a letter to Prime Minister Ilie Bolojan on Friday, the document being signed by the social-democratic parliamentarians, the county councilors and the 47 mayors of the county party, informs News.ro.
“Mr. Premier, just cut, demolished, abolished. But do not invest, do not create, do not empathize. Take Romania on the wrong path. Stop!
