On Friday, President Karol Nawrocki signed a legislative initiative regarding the draft act on the Fund for the Development of Barm Technology. The presentation of the presidential initiative regarding the establishment of a breakthrough technology development fund took place on Friday at the center of new technologies of the University of Warsaw. Nawrocki emphasized that the technological revolution is happening before our eyes, which will be in force for the next decades. – We must make a common effort so that Poland does not sleep a great technological revolution. And hence my initiative about the Fund for the Development of Barm Technology – said the president.

He also thanked all project initiators. – He is in fact civic, although he is directed by the President of Poland to the Polish Parliament, and was created with the great effort of professionals, practitioners in the field of new technologies – noted Nawrocki.

The president said that he deeply believes that the project will find acceptance in parliament.

– This act gives us a great opportunity on the one hand the saying stop of our specialists in the field of new technologies beyond the borders of the Commonwealth. (…) On the other hand, this law gives us a real opportunity to connect academic environments, combine startups, entrepreneurs, professionals in the field of new technology at the real center of power, i.e. at the Presidential Palace – the president mentioned.

He also referred to the method of financing the groundbreaking technology development fund. According to the assumptions, he is to have funds of PLN 5 billion a year.

– I consistently recognize that the sealing of the Polish tax system, VAT caught, CIT sealing, sealing excise duty, and thus the effort of the entire political class and the Polish government also – and it is worth recalling that it is as many as PLN 45 billion in Polish zlotys, which we can win as a state – and the allocation of PLN 5 billion for a technological revolution is not a great financial effort. And I believe deeply that this proposal will be taken into account – explained Nawrocki.

He recalled that every investment in new technologies, in research and development, brings four times and even seven times. – So from every zloty, which the Polish state will invest in the development of new technologies, we can have PLN 5 in the following years from this investment. So this is not a request for financial resources, but it is a call for an investment that will bring real profits to Poland – said the president.

He also pointed out that his initiative was not directed against anyone. – It is addressed to everyone who wants a good future of the Polish -Lithuanian Commonwealth. This is not a political act, which is why there are so few politicians in this room today, but so many people for whom the future is not indifferent – emphasized Nawrocki.

The president also said that he believes that this act would give the President of Poland to take technological diplomacy. – I will very much and I will do everything so that in many important places in the world representatives of the communities dealing with new technologies feel the support of the President of the Republic of Poland, so that technological diplomacy in the world on the one hand brings foreign capital to Poland, and on the other hand, so that we can exchange our experiences – noted Nawrocki.

He added that he wanted to send a clear signal that the president will support the development of new technologies in the Republic of Poland, because it is today “just our raison d'etat”.

According to the president, the Council for New Technologies is also needed. – And I will appoint such advice in September 2025 – he announced.

Co -founder of the bill, economist and IT specialist Antoni Rytel during the presentation said that the Fund for the Development of Ground Technology would invest in five subfunds in areas that were identified as strategic. These are: research and development, innovative economy, education and popularization, cyber security and modern administration.

Nawrocki presented the concept of creating a breakthrough technology development fund during the election campaign. He argued then that as the president he would guard the development of new technologies in Poland. He assessed that the fund, whose budget is to amount to PLN 5 billion, is necessary to support Polish startups and attract foreign capital and know-how to Poland. (PAP)
