breakthrough technology fund for PLN 5 billion a year

On Friday, the president undertook a legislative initiative regarding a new fund, supporting Polish startups and attracting foreign capital. His ideas were presented during the event at the New Technologies Center of the University of Warsaw. “The sealing of the tax system – VAT, CIT, excise duty – will allow Poland to obtain PLN 45 billion a year. For this amount, the allocation of PLN 5 billion for a technological revolution should not be a significant financial challenge” – said Nawrocki, referring to the potential of the Polish budget.

“Unbelievable promises”
In an interview with the Polish press agency, Deputy Minister of Science prof. Marek Gzik admitted that the idea of increasing expenditure on technology is “positively received”. However, he doubted whether the president's declarations have a chance to implement in the light of current conditions. He emphasized that the total cost of initiatives proposed by the head of state “could charge the state budget with amounts of hundreds of billions of zlotys.” “The proposal to create a fund for PLN 5 billion annually exceeds the financial capabilities of our country and unfortunately is part of the category of promises without coverage” – assessed Prof. Gzik during a conversation in PAP.
The idea of creating a fund is not new – it was one of the key points of the election campaign of Karol Nawrocki. According to the President, the Fund for the Development of Terrier Technology would become a pillar of supporting innovative Polish enterprises and a magnet for investments from abroad. However, as the deputy minister pointed out, such a plan requires not only precise calculations, but also real indications where the funds for its implementation would come.
Opinions about the project remain divided, and the debate over its legitimacy is just beginning. In the face of controversy, it is worth considering whether the vision of ambitious support for groundbreaking technologies is worth financial risk, which could upset the stability of the state budget.
