In the 25 pages of the Memorandum, which was reached by Belgian VRT television, Prevot emphasizes that Belgium as a signatories of the UN Convention on the prevention of genocide is obliged to use all available means to counteract crimes.

The memorandum also provides for the possibility of pursuing the Belgian prosecutor's office of Belgian citizens staying in Israel and in occupied territories if they committed serious violations of humanitarian law or terrorist acts.

An important part of the document are proposals for arms and military transit trade. Prevot, according to VRT, proposes to prepare a regulation that would introduce a total ban on flights over the Belgium of aircraft transporting weapons to Israel.

The minister is also in favor of breaking the cooperation of the Belgian army with the Israeli defense industry, including Purchases of ammunition and spare parts. However, the most controversial point of the memorandum is the postulate of the rapid recognition of Palestine.
