Scandal in the meeting of the PSD leadership against the idea that the heads of the hospital section will contest. What Rafila said about Rogobete and Vlad Voiculescu

On Monday, the PSD's national permanent office discussed a health measure, proposed by his minister in the government where the party participates. There were voices that challenged Rogobete's proposal.
In Romania, the heads of the section can only be appointed if they are proposed or passed the veto the medical faculties. The current government wants to change the rule and impose competition, as in hospital managers. The Social Democrat Minister Alexandru Rogobete, who supports the measure, was on Monday by some of his party colleagues, in the PSD's National Permanent Bureau.
Bodog: “It is not normal, the faculties do not support”
The first to speak in the PSD meeting for Monday and announced that it was opposed to the Government's measure was Florian Bodog, former Minister of Health between January 2017 and January 2018.
Bodog has supported, say sources from the PSD who participated in the meeting, that “it is not normal” for the current Minister of Health to propose such a measure, which the universities of medicine and pharmacy do not support.
Rafila: “We return to the law of Vlad Voiculescu”
Immediately after Florian Bodog, Alexandru Rafila also intervened, who accused Alexandru Rogobete, his former secretary of state in the ministry, that, by his proposal, “we return to the law of Vlad Voiculescu”.
Alexandru Rafila is a professor at the “Carol Davila” University of Medicine and Pharmacy in Bucharest, where he runs the department of microbiology.
Alexandru Rogobete was defended by saying that his proposal differs from the legislative modification that Vlad Voiculescu wanted, in the first term of minister. The latter had proposed to depoliticize the management of hospitals: public and transparent competitions for hospital managers, with the possibility of participating observers to ensure the transparency of the process.
Rogobete was also reproached for the fact that at the level of the universities of medicine and pharmacy “created a current against him”.
The representatives of the PSD leaders in the territory supported the minister
On the side of Alexandru Rogobete, the mayor of Craiovei, Lia Olguța Vasilescu, the president of the PSD National Council, Mihai Tudose and the president of the Suceava County Council, Gheorghe Hâldan, intervened. They expressed their support for the reform measures proposed by the Minister of Health.
For his part, the interim president of the party, Sorin Grindeanu, said, according to the quoted sources, that the PSD “understood” on the reform package proposed by Alexandru Rogobete, “even if the health mogul are dissatisfied”.
In the PSD meeting, the PSD Health Department was consulted.
Rogobete: “I know the resistance is great”
Some of the health reform measures that Alexandru Rogobete has spoke public in the last two months, since taking over the mandate, have been published in decision -making transparency by the Ministry of Health, at the end of last week. The proposed measures are to be part of the package 2 reforms for which the Government is preparing to take responsibility.
The proposal that reached the apple of discord in the meeting of the PSD leadership says that:
- “(7) In the clinical sections, the clinical laboratories and the clinical medical services, the position of department head, laboratory head and medical service head is in charge by a medical university teacher on the basis of a competition according to the provisions of paragraph (9).”
The heads of section, laboratory or medical service will sign administration based on clear performance indicators, monitored annually, and the position will not be occupied only by formalities, wrote on Saturday the Minister of Health, Alexandru Rogobete, in a post on his Facebook page: “Each candidate will take a real exam, with concrete indicators and measurable objectives ”.
“The university quality can no longer be the only recommendation to become the head of the section. It is a normality that we must bring back to hospitals.
