The president will not sign an excise tax increase for alcohol and sugar fee

There will be no consent of President Karol Nawrocki for the proposed increase in excise duty to alcohol – the head of his office Zbigniew Bogucki on Radio Zet took off. The same applies to another proposal of the Ministry of Finance – the increase in the so -called sugar fee.


“Karol Nawrocki will not sign the excise duty on alcohol,” confirms the head of the presidential office. Zbigniew Bogucki told Radio ZET reporter that it was the fulfillment of promises made by Nawrocki during the election campaign.
“If the President said that he would not sign the law increasing taxes, he will not sign such a law. And that's it. We do not know the details of this project, because maybe somewhere there is an increase, and somewhere a reduction. Today we are talking about it, “said Bogucki.
The Ministry of Finance proposes from January 1, 2026 an increase in excise tax rates for alcoholic beverages by 15 percent. compared to the rates from 2025, and from 2027 excise duty rates are to increase by 10 percent. MF also wants to increase the sugar fee rate.
On Thursday, the Ministry of Finance proposed to update excise rates for all alcoholic beverages.
From January 1, 2026, excise stakes for ethyl alcohol, beer, wine, fermented drinks and indirect products by 15 percent are to be increased. compared to the rates from 2025, and from 2027 excise duty rates are to increase by 10 percent.

As stated, updating the amount of sugar fee, including caffeine or taurine fees, which include in energy drinks, provides for an increase in the amount of the fee: a fixed for sugars in the amount of up to 5 GW of 100 ml of the drink, or for the content of the sweetener (so -called sweeteners): from PLN 0.50 to PLN 0.70, a variable for each gram of sugars above 5 GW 100 ml drink: from PLN 0.05 to PLN 0.10, for caffeine or taurine: from PLN 0.10 to PLN 1.10: from PLN 0.10 to PLN 1.10 to PLN 1.10. PLN, maximum: from PLN 1.20 to PLN 1.80 – per 1 liter of drink.
Legislative work is also underway on a project increasing the rate of corporate income tax (CIT) for banks and reducing tax on certain financial institutions. The project in this matter was included in the list of works of the Council of Ministers.
The Ministry of Finance assumes that the target (from 2028) CIT rate for banks will be 23 percent. Instead of the present 19 percent. On the other hand, in 2026-2027 the rate of this tax would be: 30 percent, respectively. and 26 percent
The ministry estimates that increasing the CIT rate for banks will increase CIT revenues in '26 by approx. PLN 6.5 billion, and in a period of 10 years it is to bring the budget over PLN 20 billion (PAP Biznes)
