The Superior Council of Magistracy (CSM) decided to convene the general meetings of judges and prosecutors, after the Ministry of Labor transmitted the draft law aimed at modifying the service pensions in the judicial system.
The meetings will take place between 26 and 27 August 2025, and the magistrates will have to express a point of view on the new legislative proposals and the necessary measures to protect the independence of justice.
Harsh critics to the political class and the media
In the statement sent on Thursday, CSM denounces “The escalation of hostile public attitudes towards judges and prosecutors ”, which it puts on account of the repeated statements of some political leaders and media campaigns that would follow “to blame the judicial system for the economic and budgetary difficulties with which the Romanian society faces ”.
According to the SCM, this rhetoric aims to “distracting attention from the true causes of economic problems ” and contributes to “an atmosphere of public hatred ”” What risks demoralizing magistrates and seriously affecting the attractiveness of the profession for young people.
“The idea that Prime Minister's intention to change the pension regime On duty they would seek to put an end to some privileges of the magistrates, constantly ignoring the arguments of the representatives of the judicial system ”is shown in the CSM statement.
Warning on justice independence
The Council draws attention to the attention that the legislative approach “seriously affects the independence of justice ”violating the mandatory decisions of the Constitutional Court and of the Court of Justice of the European Union, but also the international reference documents.
“The proposals presented by the initiator They are not the result of any dialogue with the representatives of the judicial authority, but it is the expression of an inadmissible attitude that materializes an inflexible, strength and authority position in relation to the judicial power, unacceptable in a democratic and specific societies ””transmits CSM.
The document also emphasizes that the lack of real dialogue between the government and the judicial system contravenes the constitutional principle of separation and balance of powers, but also the principle of loyal cooperation between public authorities.

Thus, between 26-27 August 2025, judges and prosecutors from all over the country will meet to discuss the project and to formulate an official point of view.
“It is necessary for any normative intervention to the status of magistrates to be preceded by a real dialog, which guarantees the independence of justice”, It is shown in the statement sent by the SCM.
