In the Krasnoyarsk Territory, a new law will be adopted to protect orphans from communal problems

In the Krasnoyarsk Territory, the prosecutor's office made an offer to amend the regional law “On the Protection of the Rights of the Child”. The submitted proposals are studied by members of the Committee on Education and Culture of the Legislative Assembly of the region.
As the chairman of the Parliament Committee Vera Oskina noted, by the time of the release of orphans from children's institutions, they have accumulated debts on housing and communal services. This significantly complicates the social adaptation of such children.
“Despite the recommendations of the Ministry of Education of Russia, there was still no mechanism for the release of this category of citizens from payment of housing and utilities in the region. The bill eliminates this gap. It provides for the benefit for orphans who are the only tenants or homeowners for the entire period of their stay in specialized institutions or training (including professional educational programs). The release applies to the fee for hiring, housing maintenance, utilities, overhaul contributions, ”Vera Oskina explained.
The Krasnoyarsk Territory will finance the solution to this problem. About 60 million rubles will be allocated from the budget from 2026. This will help 956 orphans left without care, avoid a debt burden and more successfully adapt to an independent life.
