This week, the first 16 projects from support for the diversification of the HoReCa industry from the KPO, considered doubtful – said the Minister of Funds and Regional Policy Katarzyna Pełczyńska -Nałęcz said on Tuesday.


There are doubts around the subsidy for diversification of activities for enterprises from HoReCa sectors that have suffered as a result of a pandemic. According to media reports, companies received subsidies from KPO, including for company yachts. Last week, Katarzyna Pełczyńska-Nałęcz announced the suspension of payments, adding that payments will be resumed after verifying the contracts. The investigation into the use of Polish KPO in the Horeca sector was initiated by the European Prosecutor's Office (EPPO).
As for the HoReCa program: all 5 operators are underway, they will end in September. The first 16 projects, which were considered doubtful, will be checked on the spot this week, the next next week. Independently, control is underway in terms of checking potential conflicts of interest – the head of the Ministry of Funds and Regional Policy said on Tuesday.
Last Thursday, the Polish Agency for Enterprise Development (PARP) emphasized that the program (support for HoReCa) is continued. “PARP makes every effort to ensure that the inspections are the least burdensome for entrepreneurs, and at the same time that all irregularities are effectively identified and settled” – assured the agency representatives in the communiqué. They added that the suspended payments will be successively unlocked after verifying the correctness of the assessment of a given project.

Paweł Pecura, president of the company Edotacja and PiS councilor, encouraged entrepreneurs to apply for co -financing for yachts from KPO. He helped them prepare relevant documents. He now emphasizes that the number of applications for boats has also been growing because they were favorably assessed by experts of the subsidy competition.
The agency added that it will establish, among others whether the purchased machines or devices were in the actual commercial offer of the entrepreneur. The contract – as the agency pointed out – may be terminated in the event of a violation of its provisions or irregularities.
According to PARP data, 3005 contracts with entrepreneurs (each contract with a different company) were signed as part of Horec support from KPO funds. As at the end of July, entrepreneurs were paid PLN 110 million from the total support amount PLN 1.24 billion.

Recruitment under the name “Investments in the diversification of the activities of the HoReCa sector” was addressed to micro, small or medium-sized entrepreneurs operating in the hotel, gastronomy, catering, tourism and culture affected by Covid-19 pandemic in Poland. Support was intended for investments, training or consulting, e.g.
- to cover the costs of purchasing machines and equipment necessary to launch new products/services, construction works,
- investments related to green transformation and the use of digital technologies,
- introduction of development services,
- improving employee qualifications (e.g. training in new skills or retraining employees).
The first recruitment as part of KPO support for the Horeca industry started in May 2024 and was originally to last until June 5 last year, but was extended. The second started on July 18 last year. And he was also extended many times. Ultimately, it lasted until the end of October 2024.
The amount of co -financing was from 50 thousand. up to 540 thousand PLN (up to 90 percent) of eligible costs, which could amount to a maximum of 600 thousand. zloty. Support was provided in the form of reimbursement of expenses from the KPO subsidy part. At least 70 percent all project outlays had to be allocated to investment activities; For training or consulting it could have been a maximum of 30 percent.
Pełczyńska-Nałęcz also informed in the entry that over the past week, among others Almost PLN 250 million for investments with PFR, of which PLN 47.5 million, the development of hospitals, including oncology, has been signed an agreement for electrification and increasing the efficiency of a container terminal at the port of Gdynia, and Płock received funds for 11 investments as part of a green city transformation, among others for the construction of a rainwater drainage and water supply system and restoration of street surfaces.
The national plan for reconstruction and increased immunity (KPO) is to strengthen the Polish economy; It consists of 57 investments and 54 reforms. It provides for Poland EUR 59.8 billion from EU funds, including EUR 25.27 billion in the form of subsidies and EUR 34.54 billion in the form of preferential loans.
