The Polish Teachers' Union is preparing for the organization of a demonstration, which will start on September 1 at 11.00 in front of the Ministry of National Education – PAP donated the spokeswoman of the ZNP Magdalena Kaszulanis on Thursday. We see that the chances of fulfilling our demands are small – she added.
At the end of June, the Main Board of the Polish Teachers' Union decided to announce a protest ambulance, adopting a resolution unanimously. Trade unionists said, among others on the “tardiness of the government” in relation to their environment. Among the main demands, they mentioned increases by 10 percent. From September 1, 2025 and the adoption of the civic draft of the Teachers 'Card, according to which the amount of teachers' remuneration was associated with the amount of average remuneration in the economy – so that the amendment entered into force from January 1, 2026.
In the event of failure to fulfill the demands by August 29, they announced the manifestation. We are not talking about a strike yet – they pointed out at the time.
In an interview with PAP, a spokeswoman for the Press of ZNP said that “of course, the time to fulfill the two main demands is until August 29”. – Nevertheless, KThe parliamentary alertor is such and not different and we see that the chances of fulfilling these demands are quite small. That is why we are preparing a manifestation – she pointed out.
As she passed, the manifestation will start on September 1 at 11.00 in front of the Ministry of National Education. – Teachers will come, there will also be representatives of higher education and education staff. There we will talk about our demands – added Kaszulanis.
When asked if the ZNP is also considering a possible strike, she informed that this is the decision of the ZNP Main Board, which would gather at the end of September. “We are now involved in the preparation of the demonstration,” she added.
In June, the Presidium of the ZNP Main Board was obliged to “establish a team and develop instructions to tighten protest actions in educational institutions in the country.” The calendar of “further protest activities” is also to be created.
Kaszulanis gave PAP that there are no effects of the team's work yet. “I think they will be at the beginning of September, after a demonstration,” she said.
As part of the Protest Emergency Service, the ZNP announced a campaign aimed at “informing the public about growing problems in the education system and ZNP demands directed to the government, the Minister of Education and the Parliamentary majority.”
In the last few months, the President of the ZNP Sławomir Broniarz has repeatedly pointed to the “sluggishness” in the work of the Sejm on the civic project of the amendment to the Teachers' Card. The first reading of the project took place in the Sejm on January 25, 2024, after which the project went to the Sejm subcommittee. She has gathered three times so far. Recently – in March.
In November 2024, during the 43rd Congress of the ZNP Delegates, the Prime Minister undertook to accelerate work on this project. “There will be no delay anymore,” said Donald Tusk. At the end of April this year. Trade unionists appealed to the prime minister that “the government would seriously take care of teachers.”
The June statement of the head of the Ministry of National Education Barbara Nowacka shows that the postulate regarding the adoption of the civic ZNP project will be met a year later than the trade unionists expect. – I am convinced that from 2027, when the civic project will be able to come into force, teachers' earnings will grow – said Nowacka, asking the Sejm for “joint, efficient procedure of the civic project.”
In turn, the deputy head of the Ministry of National Education, Katarzyna Lubnauer, commenting on the ZNP's decision on a protest ambulance, admitted in June that “both in relation to the increase in expenditure on education and also legal solutions that trade unions have postulated for years, and which have already translated into projects of laws, such a decision may be anything surprising.” She noted that “the ministry has never been as open to cooperation with relationships as it is today.”
To the remark that, according to trade unionists, the pace of work is too slow, the deputy minister replied: “I know that at a time when no law was created with the help of governmental laws, only with the help of parliamentary projects, we had a situation in which the project without consultation, without decent legislative work, was sent to the Sejm. At the moment we have full procedures of all our projects.”
Some of the ZNP demands have been met, including At the end of July, the so -called A large amendment to the teacher's card. If President Karol Nawrocki signs her, he is to enter into force on September 1, 2025, except for entries that entail financial effects for local governments; These are to come into force from January 1, 2026 or from September 1, 2026.
The management of the Ministry of National Education has also repeatedly reminded that from January 1, 2024, teachers were awarded to 30 percent. or 33 percent increases. – After the next year (in 2025 – PAP) 5 percent, the following year there will be 3 percent. – she said at the beginning of July in the Sejm of Nowack.
“A large nationwide manifestation” is also planned by the National Section of Education and Education of NSZZ “Solidarność” on September 13.
