Which projects from PNRR and Anghel Saligny program will be suspended / Minister of European Funds: We must focus on more advanced projects

The government discussed on Thursday, in the first reading, an Emergency Ordinance on the limitation of the projects financed by the PNR. Dragoș Pîslaru, the Minister of European Funds, announced that the Executive will give up the projects for which there is no order to start the work.

“The GEO project clearly says that for the projects for which we do not have an order to start the works it is natural to give up,” said the minister. He said that “we must focus our resources on more advanced projects.”

Also, projects that have a degree of realized up to 30% as physical progress will be suspended. “These are in the early stage and there is a major risk of not being completed,” explained Pîslaru. According to him, these projects with physical degree of accomplishment will not be renounced, but will be temporarily suspended.

Instead, the projects in the stage of implementation of over 30%will be financed. “We will complete these projects and they become a priority to find the alternative sources of financing,” said the Minister of European Projects.

How many PNRR projects will continue

For his part, the Minister of Development Cseke Attila said that PNR does not stop financing for the current projects, but only for those who do not yet have a financing contract or have not worked on a tender procedure.

At the Ministry of Development that manages the most investment contracts on the PNRR are 6,055 contracts today, of which 5,282 contracts, representing 87% of the total investments, are already started. These investments go on, said Cseke Attila.

In contrast, 773 contracts, ie 13%, to which the investment did not start and no euro has been settled on the construction side, will not be financed.

This prioritization takes place under the conditions remaining for the implementation of PNR projects is only one year. “It is simply physically no longer time for these investments to be completed,” said the minister.

How will the “Anghel Saligny” program be limited

The GEO project also provides for the limitation of the projects financed from the “Anghel Saligny” program, the National Local Development Program and the National Construction Program

At Anghel Saligny, the total of the program is 66 billion lei, being approved 5,758 investment objectives, of which 4,375 objectives worth 52 billion lei are contracted, Cseke Attila said. According to the minister, 1,383 investments of 14 billion lei have not been contracted so far. For these there will be no longer the possibility of concluding new contracts.

For next year, the government will work on a system that gives predictability to all UATs that have investments on Anghel Saligny. “In 2026, 2027 and 2028 each UAT will know each injury how much money is allocated from the state budget,” said the Minister of Development.

Next year the possibility of concluding financing contracts will be opened, but provided that the execution of the works starts in 2027, “to degrade this period when we have an investment peak on the PNR,” added the minister.

Also, at the investments carried out by the National Investment Company (CNI), as in the case of Anghel Saligny, no new works execution contracts will be concluded and no technical-economic indicators for new investments will be approved. At CNI there are 1,217 contracts, with open site.

The GEO project discussed by the Government in the first reading provides for the limitation of investment projects. According to the project, the conclusion or issuance of new financing contracts is suspended.

There will also be exceptions, in “thoroughly justified” cases. These exceptions will have to be approved by the Government, by memorandum.

By way of exception, financing contracts for the military mobility projects included in the financing program will be concluded within the National Local Development Program.

Prime Minister Ilie Bolojan, along with several ministers in the Government, met at the Victoria Palace with the representatives of the Association of Communes on Thursday. In this context, the Minister of Development, Cseke Attila, explained that the sites that have already been opened for works financed from the National Program for Redress and Resility (PNRR) will not be closed.

However, Cseke Attila says that in the case of those projects that have obtained funding through the PNRR but the money has not been lost so far.

“All the projects working in PNRR, those for which sites have been opened, will go on. The information that PNR is stops is false. It is true, however, that the projects whose works have not been started so far will not receive funding from the PNR,” said the Minister of Development, according to a press release of the Government.
