Mipe has put into public debate an HG project that lifts the salary increases according to the performance with the austerity measures that provide for the reduction of the basic salary increase, the function balance/ function salary, the employment allowance that the employees of the state who manage European funds from 50% to 40%.
According to the project, subject to public debate until August 15, 2025, “For the personnel who fall into one of the structures provided in art. 4 para. (1) letter. b) and art. 5 letter. b) the basic salary, the function balance/function salary, the allowance allowance by 40% until the first evaluation of the individual activity/professional performances is increased.
These are, among other things, about the high civil servants, the management and execution personnel from MIPE, the Ministry of Development, the Ministry of Public Finance, the Ministry of Agriculture and Rural Development.
Following the process of evaluating the individual professional activity/performances of the personnel provided in art. 4 para. (1) and art. 5, according to the law, the basic salary, the function balance/function salary, the classification allowance will be increased until the following evaluation, as follows:
a) In case of obtaining the qualification “Very good“, Increasing the basic salary, the function balance/function salary or the classification allowance, as the case may be, by 40%;
b) In case of obtaining the qualification “Okay“, Increasing the basic salary, the function balance/function salary or the classification allowance, as the case may be, by 20%;
c) In case of obtaining the qualifications “satisfactorily“Or” unsatisfactory “does not apply wage increase.
We recall that, a month ago, the Ministry of Development announced that the bonuses will be granted to the budget according to the actual monthly time worked, but also the value of the implemented project, under the conditions in which it proves, through the quarterly progress report, approved by the authorizing officer, that there have been progress in its implementation, in its previous quarter. Depending on the cumulation of the two indicators, respectively the time worked and the value of the project, the increase can be 5% and up to 50%.
It is considered that progress has been made in the implementation of the project, if an increase of the documentary execution (studies, reports, payment requests, design documentation including obtaining opinions) of at least 5% for the eligible activities provided in the project, depending on its complexity, or a 3% increase, was increased by at least 3%. At the same time, if at least 3% of the eligible activities provided in the project were carried out, according to its complexity, or at least 3% of the goods, services, works provided in the project have been received.
If the monthly monthly time worked on the investment projects financed from European funds is no more than 20 hours, the increase can be between 5-10%, depending on the value of the project or projects, and this percentage increases gradually. At over 80 hours worked per month, the increase can be 25-50%, for a project with a value of over 20 million lei.
The Court of Accounts of Romania can verify the progress report, and, if it is proved that it does not reflect the reality, for the amounts obtained illegally, the responsibility is in solidarity of the project team, the persons on the approval circuit and the authorizing officer.
The measures in the project subject to public debate are proposed to enter into force from September 1, 2025.
