58 senators voted for the act without amendments, there were 34 against. Nobody abstained.

The amendment to the Act on the aid to Ukrainian citizens in connection with the armed conflict within the territory of this country assumes the extension of temporary protection granted to Ukrainian citizens, escaping from the war, until March 4, 2026. The change results from the executive decision of the EU Council of June 25, 2024.

The Chief Commander of the Border Guard will be required to enter data from documents constituting the basis for crossing the border and add fingerprint prints to clearly identify people. It also imposes the requirement of personal presence of children when granting a PESEL number regardless of age.

It is also introduced the need to confirm the family ties of a third country citizen with a citizen of Ukraine with appropriate documentation – marital status documents or other documents issued by the competent authorities of the country.

The Act also sets out the completion date of receiving war refugees from Ukraine to collective accommodation centers on October 31, 2025, outside of sensitive groups.

Thus, from November 1, 2025, the voivode will be able to help in the form of accommodation and meals, among others Children who are charged an educational benefit in the event of a payment of PLN 15/Personal (this is a rate that appears in the context of benefits for Ukrainian citizens, in particular in relation to accommodation and meals. The premises for receiving the 800+ benefit are clarified, so that it is also paid to children who have graduated from secondary school before the age of 18 and meet the obligation to study by attending university or for qualifying professional courses.

Support for local government units will continue in the implementation of additional educational tasks related to education, upbringing and care for children and students who are citizens of Ukraine. The amendment introduces changes to the Act on the professions of a doctor and dentist and the Act on the professions of nurse and midwife to seal the so -called a simplified system, enabling the profession of a doctor and a dentist by Ukrainian citizens and other people who have obtained qualifications outside the European Union. According to the amendment, the simplified system will apply until March 4, 2026.
