Media and users of Platforma X from Thursday pay attention to potential abuse in spending subsidies from KPO by companies from the gastronomy and hotel sector. There was public information about purchases not necessarily related to the activities of these enterprises, such as yachts, solariums and virtual shooting ranges. In view of the broad interest in the case on Friday, Deputy Minister of Funds Jan Szyszko ordered PARP to carry out additional inspections of “each zloty” as part of the investment to exclude expenditure incompatible with the regulations. Prime Minister Donald Tusk also criticized possible irregularities, emphasizing that “wasting funds from KPO” is unacceptable, and the consequences in such cases should be immediate.

PARP: Support as a refund
Arkadiusz Dewodzki, head of the PARP internationalization department, explains that the current inspections will include two stages – documentation analysis and on -site inspections in enterprises. This process is regulated by relevant regulations, and each enterprise is previously informed about the planned verification. “Conclusions from the inspection will complement the risk range that has been identified as a result of recent events,” Dewodzki noted. In cases of unlimited use of the subsidy, the entrepreneur is required to return the funds along with interest within 14 days.
The funds from the KPO are to serve to diversify activities in the HoReCa sector, and each company that applied for support was required to allocate funds to projects in line with the program principles – they were aimed at introducing new sources of income or development within the same sector. PARP representatives emphasize that support works on the principle of reimbursement – first the company finances the project from its funds, and Subsidies are paid only after providing detailed expenditure documentation.

Companies had to show funds
“The reimbursement covered a maximum of 90 % of eligible costs, but the company had to demonstrate current funds and maintain the investment through the so -called durability,” reminds Arkadiusz Dewódzki. For example, if the company has received funds for the purchase of a sailboat, it must maintain it and use it in operations until January 2026. These rules do not allow the use of investments for private purposes.
HoRec support program, whose total budget is PLN 1.24 billion, turned out to be a help tool for micro, small and medium -sized companies affected by the effects of pandemic. According to PARP data, at the end of July, entrepreneurs were paid to PLN 110 million, signing 3005 individual contracts. According to information, support included, among others Training, purchase of devices and activities related to ecological transformation.
The National Plan of Reconstruction and Increasing Charges, from which Poland has been granted so far PLN 67 billion, is to strengthen the Polish economy through investments and reforms. The KPO budget provides for Poland EUR 59.8 billion: 25.27 billion in the form of subsidies and 34.54 billion in preferential loans. Another tranche of funds is to be affected in autumn, which adds particular importance to supervision over the current spending of funds.
