After the scandal at the Floreasca Arși Center, the Minister of Health announces that Romania will have “almost” norms like the European for patients with serious burns

The Minister of Health, Alexandru Rogobete, said on Thursday night that our country will have “norms as close to a European reality” in centers where patients with serious burns are treated.

“I hope that in two-three weeks we will have a first form of these modified norms,” said the Minister of Health, in a broadcast on B1 TV, specifying that “a technical group works” already in modifying a minister order in this regard.

“We are practically trying to carry these norms as close to a European reality and to harmonize them with the current legislation. I say that the minimum norms for the operation of these burn centers will be equivalent to those in the EU as much as possible,” explained the government official.

What did the Minister of Health say:

  • We have already started a technical working group with experts who treat patients with serious burns in Romania, from most of the university centers in the country where there are such functional units for gravi, who now reanale the ministerial order that imposes the minimum norms for the functioning of such a center, compared to the norms in France and Italy.
  • On the other hand, we have already started an analysis at the level of all centers that treat patients with severe burns to understand, in 2024 – respectively the first part of 2025, how many patients were treated, which was the average burns, the burnt body surface, which was the incidence of infection associated with the medical activity, which was the Mortality, and the Mortality, to compare the EU.
  • I think at the end of this month we will have these figures.

Earlier this week, Alexandru Rogobete had stated on another television station that he ordered the checks of the Control Body of the Bucharest Public Health Directorate at the Floreasca Emergency Hospital.

The government official also spoke on Monday about Tiberiu Paul Neagu, dismissed by the manager of the health unit from the leadership of the Big Arși Center, which he accused of “lack of ethics”.

“Today we have a new control body from the Directorate of Public Health in Bucharest, which will administer once again the situation of the authorization for that center of burns, so all the steps that have been taken by the current leadership in the last year to remedy the situations of the Arşi Center. Rogobete said at Digi24, according to Agerpres.

He said that he does not want to pre -pronounce “until the Directorate of Public Health will carry out what I have disposed today.”

According to the minister, all the sanitary units are periodically verified either by the public health department at the request of the health unit if something changes in the structure, or by the state health inspection, which in particular verifies the protocols and the way of carrying out the activity.

Alexandru Rogobete also stated on Monday that an analysis of the legislation will be carried out at the Ministry of Health, which currently regulates the operation of the centers.

Hotnews consulted passages from the document prepared following the checks carried out by the State Sanitary Inspection at Floreasca Hospital.

One of the problems identified in the Arsi Center is that “the diagnosis of infection associated with medical assistance” is not mentioned, in this way “the provisions of Order 1101/2016 Lit B of Annex no. 2”, according to the official report.

In this context, the minister accused Tiberiu Paul Neagu of “lack of ethics”.

“The fact that for ten days does not give any sign, does not answer the phone, he was also contacted by manager and other people, I understood that they have not been able to talk to him, it seems to me a lack of ethics, first of all, for the management position he has.

When asked about the possibility of covering the documents the former coordinator of the Center of Arcii from Floreasca Hospital, Alexandru Rogobete said: “I cannot introduce the obligation to have common sense in an order.”

Nosocomial infections do not appear in the observation sheets at the Floreasca Arși Center

The document seen by HotNews was drawn up following the control of the State Sanitary Inspection, sent in control by the minister Alexandru Rogobete.

One of the problems identified in the Center of Arcii from the “Floreasca” Hospital is that “the diagnosis of infection associated with the medical assistance” is not mentioned, in this way “the provisions of Order 1101/2016 Lit B of Annex no. 2”, according to the official report, from which Hotnews saw passages.

The rule would have been: “The diagnosis of infection associated with medical assistance will be mentioned in all medical documents, for example, the clinical observation sheet, the consultation sheet, the consultation register”. This provides order 1101/2016. But the rule, supports the document prepared by the State Sanitary Inspection, was not respected. The section of “Floreasca” did not record infections.

The measure recommended by the control team requires “mentioning the diagnosis of infection associated with the medical assistance in the patient's medical documents”.

In addition, the “Action Time” nor the “application frequency” of Biocid Nocolyse 6% – a disinfectant for surfaces and microaeroflora is not respected in Floreasca Center in Floreasca.

The recommendation made by the state health inspection is “the reinstruction of the personnel regarding the use of this biocidal product”.

Another irregularity found by the control team of the Ministry of Health in the Arsi Center is that there is no space for storage, but not for the decontamination of medical equipment, fairs and strollers.

Also, the registration of the requests for laboratory analyzes is done “erroneously” by the medical staff and there is no “working procedure regarding the issuance of laboratory results”.
